The Minnesota Sex Offender Program (MSOP) is a residential, sex offense specific treatment program in a modified therapeutic community and secure setting that provides services to over 700 individuals who have been civilly committed for sexual offending. The Facility Director is responsible for the overall operation of the Minnesota Sex Offender Program (MSOP) Facility at St. Peter, MN. The Facility Director collaborates with the Facility Clinical Director to ensure a safe and secure environment for clients to participate in treatment.
Primary Responsibilities Include:
Providing leadership, direction and supervision to facility employees to ensure an environment that is safe, therapeutic and compliant with professional and licensing standards of security, control, rehabilitation and treatment
Guiding, directing, and developing organizational goals that meet facility and program needs
Providing administrative leadership in budget development that includes appropriating funds, monitoring expenditures to ensure the cost - effective use of resources, and ensuring that budgets are maintained each fiscal year
Overseeing direct reports including implementation of established policies and procedures, overseeing hiring processes and directing employees in the successful execution of job responsibilities
Ensuring facilities are properly functioning, well-maintained and safe for clients, staff and the public
Working in coordination with the Facility Clinical Director to facilitate therapeutic programming that promotes the Minnesota Sex Offender Program mission
Developing and maintaining professional working relationships Human Resources, union representatives and union leadership and staff
Minimum Qualifications
Demonstrated leadership experience. Leadership experience can include (this is not an all-inclusive list):
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute, L4, also known as Leadership Development Program or Aspiring Leaders Program);
A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group) - experience must include one (1) or more years of experience identifying issues, goals, strategic actions and 100+ hours per year time commitment.
High School Diploma or GED
Four years (4) of managerial experience in a therapeutic, residential or corrective, or hopsital environment including the following:
Managing daily facility operations
Managing the planning, delivery, and evaluation of facility programs
Working collaboratively with members of an executive or managerial team
Experience in tactical response, facility secure environment protocols, & security staffing deployment.
Identify and cultivate talent, promote a culture of high performance and teamwork, and prioritize professional development
Managing the execution of facility programs
Direct the development and approve operational policies, procedures and program initiative
Leadership in the development of the facility budget, the development of a spending plan, and monitor actual expenditures to ensure the cost-effective use of resources
Preferred Qualifications
Bachelor's degree in related fields such as public administration, business or social science
Managing the daily operations of a secure facility
