BlueCross BlueShield of Tennessee is considering candidates for Counsel (G13) and Assistant General Counsel roles (G14).
Join our legal team and play a key role in supporting enterprise-wide privacy and compliance initiatives for a leading health plan. In these roles, you will advise on HIPAA and other healthcare privacy laws, support the negotiation and drafting of Business Associate Agreements and other contracts involving protected health information (PHI), and partner closely with business and technology teams to manage privacy risk across the organization. You will provide practical, business-oriented legal guidance on data use, data sharing, and regulatory compliance, prepare clear and concise legal analyses, and contribute to significant initiatives involving vendors, emerging technologies, and evolving privacy requirements. Our ideal candidate brings strong judgment, the ability to work independently, and the skill to translate complex legal requirements into actionable guidance for stakeholders.
Counsel: Provides legal support on HIPAA, data privacy, and healthcare regulatory matters; drafts and negotiates contracts involving PHI; advises business partners under supervision while exercising independent judgment on routine matters.
Assistant General Counsel: Serves as a subject-matter resource on HIPAA and healthcare privacy; leads complex privacy and data-sharing initiatives; manages higher-risk matters with greater autonomy; provides strategic guidance to senior business and technology stakeholders.
Preferred Qualifications:
In-house experience at a health plan, provider, healthcare vendor, or law firm
Experience supporting technology, data, analytics, or digital health initiatives
Familiarity with state privacy laws affecting healthcare data
Experience supporting incident response, regulatory inquiries, or internal investigations related to privacy or data security
CIPP Certification(s)

These are office-based roles. You would be required to work on site at our Chattanooga, TN corporate office. If you do not already reside in the Chattanooga area, relocation would be required.
Exact title, leveling and offer details will be determined only after your interview (and based on depth of experience, complexity of prior work, and demonstrated ability to independently manage privacy and compliance risk).

Job Responsibilities

Develop and maintain strong, professional business relationships with internal and external clients.
Assists and supports more senior attorneys with management of legal matters and projects.
Draft and revise legal documents, including contracts and legal memoranda.
Job Qualifications
Education/Licensure
Juris Doctorate from an accredited institution
Must be a member of the TN bar, or licensed in another state and become a member of the TN bar as required by the state bar.
Experience
5 years - Private practice or in-house legal department experience required
Skills
Strong analytical, planning, organizational and research skills
Strong oral and written communication skills
Ability to interpret and translate complex concepts into information meaningful to business personnel.
Ability to work independently on multiple tasks involving critical deadlines with little or no supervision as well as part of a team
