Summary The Primary Purpose of the Position is to perform the assigned work of an Accountant, the duties of which are to serve as technical advisor to the Chief, Accounting, and perform the full range of professional accounting work requiring the application of sound accounting principles, theories, concepts and practices. The Organizational Location of the Position is Accounting Section, Fiscal Service, VA North Texas Health Care System (VANTHCS), Dallas, TX. Responsibilities Duties include but are not limited to: Incumbent performs reviews, analyzes, and evaluates existing and proposed accounting practices. The purpose of these reviews, analyses and evaluations are to assure the effectiveness and efficiency .of the supported accounting functions. Incumbent is responsible for interpreting and adhering to fiscal law, rules, regulations, policies, and procedures pertinent to accounting matters. Incumbent works independently on assignments or projects that require application of VA generally accepted principles, practices, and theories of accounting. Incumbent performs special projects and assignments for automated financial systems, daily review of accounting outputs, and maintains oversight of the edit master files. Incumbent works closely with Section Chief on designing automated systems to facilitate the processing of accounting data. Incumbent performs reviews, analyses, and prepares special reports relating to specified program activities. Incumbent is a manager of an accrual basis double entry accounting system. This system makes use of the general ledger, subsidiary, and cost accounts that are adapted to meet the requirements of the Medical Center. Incumbent is responsible for the accurate recording of financial information into Integrated Funds Distribution Accounting and Procurement (IFCAP), Financial Management System (FMS), and online, real-time computer oriented systems. Incumbent is responsible to the Section Chief for the completion of account reconciliation and correcting any discrepancies found. Examples include undelivered orders, accrued service payables, receivables, patients' funds; general post funds, etc. Incumbent reviews the work of Accounting staff to assure accuracy and conformity to policy and procedures. Incumbent collaborates with Section Chief on establishing Section policies and procedures. Incumbent works closely with activities and their designated resource personnel in promoting understanding and effective application of accounting policies and procedures, and monitors the implementation of new accounting systems and procedures: Incumbent identifies issues problems, impact on other elements in the accounting systems, and recommends procedural changes. Incumbent applies accounting knowledge and skills in the application of corrective procedures when necessary and provides technical advice and assistance to accounting technicians in the resolution of problems. Incumbent assists management in developing accounting data structure and participates in meetings and telephone conferences associated with accounting end of fiscal year closeouts. Incumbent makes day-to-day decisions regarding unusual and complex accounting transactions, and when necessary, provides alternatives through sound application of professional knowledge of the accounting system.
