JOB SUMMARY :
This position is responsible for to providing mission critical reports on Mean Distance Between Failure (MDBF), on time performance (OTP), Reliability Centered Maintenance (RCM) programs, identifying maintenance weaknesses and other risks to effective maintenance repairs and operations. The incumbent is responsible for the development and oversight of operations analysis, with emphasis on On-Time-Performance and Mean Distance Between Failures. The integration of various complex data systems & data management is an integral part of core responsibilities.
The responsibilities include scheduled reporting of OTP, MDBF, RCM, and PERS statistics to M of E senior staff, LIRR Senior Staff, the MTA Board, Public Affairs and other MTA sister agencies. The incumbent must effectively communicate maintenance performance trends and risks and provide Senior Staff with organized and meaningful information for use in decisions regarding maintenance operational business practices. The responsibilities encompass the production and presentation of scheduled maintenance operating reports as well as the development of analysis and related tools on an as needed basis.
The incumbent must be able to provide senior staff with executive summaries, which define the department's position on mechanical incident responses and planned improvements to the rolling stock fleet and/or maintenance operating practices. The executive summaries must be supported with risk analysis, based on historical data, trends and events.
DUTIES AND RESPONSIBILITIES :
Responsibilities may include but are not limited to:
Develop monthly operating report & related statistical operational activity analysis.
Develop periodic train performance analysis (OTP), identifying risks & providing the informational tools to enable senior staff to make informed mechanical operational decisions.
Develop & maintain weekly train performance activity report for Chief Mechanical Officer (CMO) and Sr. VP - Operations.
Develop & maintain daily 6AM daily reports, MDBF matrices, and OTP reports and charts for distribution to all M of E management.
Provide M of E department with organized statistical reports on an as needed basis.
Develop procedural reviews of in-depth issues, such as RCM, OTP measurements & maintenance performance and failure analysis. Process to include the development of detailed databases, creating standardization and compatibility of various data sources.
Lead role in Failure Review Boards (FRB), Performance Improvement teams (PIT), OTP task force, including the development and maintenance of a comprehensive database and reports generated from these databases Database must contain current detailed rolling stock profiles of every rail car for every fleet (1,006 rail cars). various data tables. Position is also responsible for the training of all database users.
Develop executive summaries & performance reports to support LIRR Senior Staff's position on mechanical incident response, changes in business process and other public debates on current affairs as they relate to rolling stock performance
Utilizes proprietary Wayside Monitoring and Diagnostics System (WMDS) to detect real time and historical M-7 performance patterns by fault codes; generate reports, and publish daily report to distribute to all affected maintenance personnel. In conjunction with Maximo group, developed, tested and established numerous built-in Maximo reports for use by all M of E employees.
Mentor & develop staff to full potential, with respect & sensitivities to varying abilities & personal attributes. Oversee and direct staff activity, including but not limited to maintenance statistical analysis of all rolling stock fleets and all MDBF data. Supervise the distribution of the daily 6AM report and weekly OTP meeting matrix. With the increasing advent of Maximo and the need for real time data this position will require more over sight of staff. Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. REQUIRED EDUCATION AND EXPERIENCE :
Must have Bachelor's Degree in Arts/Sciences (BA/BS) in Business, Engineering or Management. In lieu of degree, 11 years of related experience with preparing and performing Trend Analysis, Risk Assessment Analysis, Root Cause Analysis, Operational Delay Analysis and OTP Performance Analysis. and education may be considered.
Minimum 7 years progressively responsible experience preparing and performing Trend Analysis, Risk Assessment Analysis, Root Cause Analysis
Must possess extensive experience designing and implementing Comprehensive Reporting Systems including but not limited to: Monthly reports, Data Warehouse reports, Daily Delay Report and Impact Analysis, Material Consumption and Up-trending Running Repairs, Operating reports and Executive summaries.
Must possess experience in data system integration and data management.
Must possess extensive knowledge of M of E maintenance and mechanical operations & interdepartmental relationships.
Must possess in-depth knowledge of rolling stock maintenance operating practices.
Must possess in-depth knowledge of MDBF, OTP, RCM measurement analytical practices.
Must possess detailed knowledge of ISO 9000 industry practices.
Must possess mentoring, scheduling & other related management skills.
Must possess proficiency in various software & database applications, including but not limited to MS Office, People Soft, Data Warehouse.
Must possess strong analytical, presentation and communication (verbal and written) skills.

Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
