Summary See below for important information regarding this job. Responsibilities If selected at the GS-09 level, duties will be performed in a developmental capacity. Serve as a subject matter expert, providing guidance on complex inquiries of environmental requirements and disposal processes. Independently identifies, evaluates, and recommends process improvements for the Hazardous Material Management System-Hazardous Waste Disposition or similar systems, translating user feedback and complex support issues into functional requirements. Develops and implements new and revised environmental policies and procedures, advises on their implementation, and evaluates requests for deviation from standard operating procedures. Analyze and interpret current and proposed federal, state, and local environmental regulations (including RCRA, TSCA, and CERCLA) to determine their impact on agency operations. Represent the agency in meetings with military services and other federal agencies to exchange information, resolve complex issues, and advocate for agency programs. Develop and present comprehensive reports, detailed briefings, and training materials on program developments and environmental compliance to leadership and stakeholders. Ensures the compliance of DLA field activities by conducting inspections of hazardous waste disposal contractors, Treatment, Storage, and Disposal Facilities, and sales customers. Analyze findings, identify trends, and make corrective actions. Establish, collect, and analyze key metrics to evaluate program effectiveness and ensure performance targets are met or exceeded. Requirements Conditions of Employment Qualifications To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS- 09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-09: Utilizing and interpreting the practices and procedures for receipt, storage, sale and reutilization and ultimate disposal activities related to environmentally sensitive material and waste for a variety of Department of Defense (DoD) Activities. Understanding and following the principles of the Environmental Program by providing guidance and assistance to generator personnel, DLA Disposition Services personnel, and customer/contracted personnel in support of the mission requirements. Ability to use automated systems, such as the Hazardous Material Management System Hazardous - Waste Disposition (HMMS-HWD) module, or similar systems. GS-11: Demonstrates skill in managing hazardous property and waste disposal assignments, including providing guidance on the receipt, handling, storage, packaging, and shipment of hazardous materials. Possesses knowledge of environmental laws and regulations, including the Resource Conservation and Recovery Act (RCRA), the Toxic Substances Control Act (TSCA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Demonstrates proficiency in using automated systems, such as the Hazardous Material Management System - Hazardous Waste Disposition (HMMS-HWD) module, or similar systems. Ability to work independently under general supervision, interpret and adapt broad guidelines to specific situations, and resolve most conflicts as they arise. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education in lieu of specialized experience, you must possess: GS-09: a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and GS-09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 and GS-09. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
