Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Plans, develops and establishes long and short range procurement plans, strategies and approaches for the overall acquisition program. Advises program officials in procurement planning meetings of the procurement objectives to be used and explores new or innovative contracting approaches to arrive at an equitable contract management. Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved. Responsible for contract administration functions following contract award throughout the life of the contract. Monitors and ensures contractor performance in accordance with all terms and conditions of the contract. Basic Education Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Performing pre-award functions (e.g. performing source selections duties, analyzing contractor proposals, and developing special contracting language) for supply, services, or construction contracts; AND 2) Performing post-award contracting work (e.g. dispute resolution and issuance of delivery orders) for supply, services, or construction contracts; AND 3) Monitoring contractor performance or preparing contract modifications for a contracting office. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
