Summary The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. We develop, maintain and protect IT solutions and data across our 27 agencies to enable mission outcomes through technology and service. OCIO continually enhances federal IT and digital capability with a focus on cybersecurity and customer experience to serve America's wage earners, job seekers and retirees. Responsibilities The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Major duties are listed at the full performance level (GS-14). Major duties include but are not limited to: Develop solutions and applications to integrate, store, process and analyze a wide variety of data sets from across program-specific and enterprise-wide systems, which support the delivery of descriptive reporting and advanced analytics. Support the business goals and objectives for DOL's enterprise analytics platform. Develop data architecture technology road map, while keeping up-to-date with emerging technologies, and recommends business direction based on these technologies. Provide technical leadership and is responsible for leading development of the overall systems design. Develops strategies for data acquisitions, archive recovery, and implementation of databases. Support a data warehouse environment, which includes data design, database architecture, and metadata repository creation. Oversee, plan, design, and synchronize initiatives across a broad spectrum of functional areas that include integration of programs and projects, process improvements, structure changes, modernization as it relates to data architecture. Review and evaluate the designing, coding, testing, debugging, and documentation for data-specific aspects all @types of applications. Lead the adoption of data standards through example and helping application teams incorporate these standards in their work. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements and the Specialized Experience to qualify for Information Technology Specialist, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes (applicants must meet two of the three specialized experience statements at the GS-13 level): Experience applying IT principles to troubleshoot or improve technology systems or applications. Experience working with multiple IT functions such as customer support, data management, or application support to address operational needs or resolve technical issues. Experience identifying a variety of IT problems and recommending improvements to enhance IT operations. Qualifying specialized experience for GS-14 includes (applicants must meet three of the four specialized experience statements at the GS-14 level): Experience applying IT principles to support, secure, troubleshoot, or improve technology systems, applications, networks, and data solutions. Experience working with multiple IT functions such as customer support, systems administration, data management, networking, cybersecurity, or application support to address operational needs and resolve technical issues. Experience identifying, analyzing, and resolving a variety of IT problems and recommending improvements to enhance IT operations, user experience, and system effectiveness. Experience in the interrelationships of multiple IT disciplines sufficient to provide advice on and devise solutions to a wide range of IT issues. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
