Summary The primary purpose of this position is to serve as an Electronic Engineering Technician, located in the Office of the Chief, under the Deputy Chief, Engineering Service, at the Veteran Health Indiana, Richard L. Roudebush VA Medical Center, Indianapolis, Indiana. The incumbent reports directly to the Deputy Chief, Supervisory Healthcare Engineer. The incumbent works with a high level of independence, with little or no technical guidance received from the Supervisor. Responsibilities The duties of the position include but are not limited to the following: Incumbent modifies established testing programs to test entire systems. Determines characteristics, capabilities, and limitations and performance of conventional systems. Applicable guides and precedents are available. Establishes a program to test required data under varying loads and operating conditions. Analyzes data for evidence of improper function. Determines cause of malfunction. Analyzes and evaluates the significance of test data and writes an evaluation report of findings and recommendations. Lifecycle management encompasses the following: technology assessment including defining requirements and analyzing alternatives with users; technology acquisition including technical evaluation and best value determination of proposed equipment and systems; technology implementation including site preparation, incoming inspections, device/system integration, network device security implementation and technical training; technology sustainment including regular and unscheduled maintenance, upgrades and enhancements, continuing education; end of useful life tasks including decommissioning, data sanitization, and technical evaluation for condition prior to disposal; and strategic planning for end of life replacement in conjunction with services. Lifecycle management of all non-patient care electronic and physical security systems such as radios, security cameras, panic buttons, and physical access controls to include physical and network support. Coordinates and works effectively with other facility support departments including but not limited to Engineering Service, Office of Information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Supply Chain Management (SCM), Contracting, Informatics, and Environmental Management Service (EMS). Specific tasks include but are not limited to incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services or administrative services. Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters. Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, Joint Commission (JC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI). Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements of the Engineering Service, the Office of Healthcare Technology Management (HTM) Documentation of service-line policies and guidelines, and other pertinent VA requirements. Applies basic networking principles to resolve communication issues. Adheres to VA Medical Device Cyber Security or Special Purpose Device policies and procedures in pre-procurement during system implementation, and throughout the life of the system. Executes VA policy when responding to network incident response (due to infection, loss of services due to policy changes). Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups, and Environment of Care Rounds. Identifies hazards during routine job performance and takes action to ensure they are addressed and corrected. Maintains knowledge of the state of the art in electronic and physical security systems, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of physical security lifecycle management including technical skills. Knowledge and training are obtained from formal (conference, vendor provided classes) or informal (magazines, articles, peer training) means. Provides training and education as appropriate to physical security end users and administrative staff. The GS-11 is the Full Performance Level.
