Responsibilities Serves as a senior specialist with responsibility for the daily effective operation of one or more critical financial/financial management systems as well as responsibility for identifying problems, needed enhancements, and/or system changes. Leads work efforts in the design, development, testing, evaluation, implementation, review, and maintenance of systems or applications using Audit Command Language (ACL), Oracle APEX, COGNOS, Structure Query Language (SQL) or other applications. Adapts and modifies systems and applications to meet requirement changes due to new legislation, revised regulations, or improved business practices. Reviews and analyzes various output products to identify systems and/or regulatory problems. Identifies weaknesses and problems in financial subsystems and develops recommendations to improve effectiveness and efficiency. Prepares system change/programming specifications, and specifies programming instructions, inputs and outputs, structures, and other analytical products to translate functional requirements to technical requirements. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service (GS-11), which demonstrates the ability to perform the duties of the position, is required. GS-12: Specialized experience is defined as: Identifying, documenting, and recommending financial systems requirements; recommending solutions to issues related to integration and data flow of financial systems; and designing, modifying, and enhancing financial systems utilizing applications to ensure effectiveness and efficiency of operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
