Summary This position is located in the Department of Health and Human Services, Office of Inspector General, Immediate Office. Resumes must be no more than 2-pages in length. Responsibilities The Immediate Office includes the Inspector General (IG), the Principal Deputy Inspector General (PDIG), the Chief of Staff, and their support staff. The Immediate Office manages the statutory mission of OIG as a whole; promotes effective OIG internal quality assurance systems; plans, directs, and participates in a variety of interagency and intergovernmental cooperatives relating to fraud and abuse; and manages OIG's external affairs activities, including the Congressional Affairs function. The incumbent, as the Director for Congressional Affairs, is responsible for and leads the full range of Congressional engagements for the OIG, including the planning, management, coordination, staff supervision, and Congressionally related legal matters. The duties of the position will include: Prepares and briefs OIG executives on Congressional, legislative, and related legal matters. Provides technical assistance to Congress and coordinates with OIG components as appropriate. Reviews proposed or new legislation and advises OIG officials in evaluating the legal and operational impact of legislation on OIG programs and authorities. Summarizes and briefs OIG executives, on legislative activities and issues including hearings or legislation, as well as other HHS activities involving Congressionally related subjects that have the potential to affect OIG. Provides leadership and guidance to a team of attorney/advisors by providing technical support and assistance in analyzing legal issues, draft bills and other statutes. Manages the Congressional hearing preparation process, including writing or assisting with the writing of testimony or statements, developing briefing materials, and preparing a witness for a hearing. Minimum Requirements: Applicants must have graduated with a Juris Doctorate (JD) or Bachelor of Laws (LL.B.) from a law school accredited by the American Bar Association and must be a current member, in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar association. GS-15: Applicants must have four (4) years of relevant professional legal experience post bar admission equivalent to at least the GS-14 grade level. Experience may be outside the federal government. Highly qualified applicants will have experience as an attorney or attorney advisor related to federal agency engagement with Congressional stakeholders, advising leadership and executives on strategy for Congressional engagement, reviewing proposed legislation, coordinating and recommending options for legislative technical assistance, and coordinating with subject matter experts to identify and resolve legal problems and other issues presented by draft legislation. This includes experience coordinating engagement with Congressional stakeholders on oversight and enforcement related work by HHS-OIG or other oversight entities, and experience developing and maintaining regular and direct with senior Congressional staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
