Summary The incumbent serves as the Deputy Network Director for Financial and Logistics Operations, VA Healthcare-VISN 4. VISN 4 is a network of 9 VA medical centers, 44 outpatient clinics, a mobile clinic, and 17 Vet Centers. Annually, VISN 4 serves more than 300,000 Veterans from across the Nation, primarily from Pennsylvania, Delaware, New Jersey and Ohio. This position is located at the HJ Heinz Campus, Aspinwall, PA. Responsibilities Major duties and responsibilities include, but may not be limited to: Provides strategic leadership; and direction of the activities of the Network's Chief Financial Officer, Chief Logistics Officer, Capital Assets Manager, Human Resources Manager, Public Affairs Officer, Business Implementation Manager, and the Financial Quality Program Specialist. Ensures that fiscal, material, capital assets and personnel resources are utilized effectively and efficiently. Achieves network-wide standardized finance, logistics and capital asset management operations and policy implementation. Provides input to and makes decisions that have strong impact on medical center, network, and national matters. Ensures the network and its facilities are in full compliance with VHA and VA policy and regulatory requirements. Provides authoritative advice and expertise in all areas of finance, logistics, human resources, public relations, and capital asset management and utilization by developing and analyzing data and performance trends. Participates in the resolution of conflicts between local needs and network priorities and VA requirements. Supports VA and VHA mission, goals and objectives. Develops and implements the VISN financial plan and budget. Consistently adheres to VA procurement regulations and policies. Assists in developing the network's capital asset goals and objectives and short and long-range plans for achieving them. Oversees management of all human resources functions. Responsible for official VA communications at the VISN level. Supervises and provides direction for the VISN strategic planning officer. Responsible for the oversight of business related activity implementation of policy and procedures in the aspects of the revenue cycle, sharing agreements, care in the community program management, patient administration, and workload capture. Fosters a corporate culture of public service, accountability and excellence. Performs other duties as required. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. At this level, applicants would identify and resolve problems which may inhibit accomplishing patient care mission and public policy objectives; exercise fiscal management responsibility by assisting in the preparation of the overall facility budget, in monitoring expenditures, and in recommending reallocation of funds based on shifting program needs; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and develop, evaluate, and adjust organizational structures and management systems for the administrative and allied health services managed.
