Summary The Robert J. Dole VA Medical Center in Wichita Kansas is seeking a highly qualified candidate for the Administrative Officer position in the Primary Care Service in Wichita Kansas. Responsibilities Primary duties of the Administrative Officer include, but are not limited to, the following: - Supervision of administrative staff within the service - Assessment and improvement of complex management processes and systems, and improvement of program effectiveness - Development, analysis, and/or improvement of work methods and procedures, organizational structures, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similarly management functions - Developing life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs - Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix - Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation - Researching and investigating new or improved business and management practices for application to agency programs or operations - Developing new or modified administrative program policies, regulations, goals, or objective - Identifying data required for use in the management and direction of programs - Developing data required for use in the management and direction of programs - Developing management and/or program evaluation plans, procedures, and methodology - Conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures - Analyzing and evaluating agency functions and activities being considered for conversion to contract operations - Provide guidance and advice to supervisors designed to foster acceptance of performance measures and process changes that affect administrative services - Assist health care systems personnel in improving health care system operations through analysis and study of health care system processes. Provide technical advice and assistance to the various councils, team leaders, facilitators and team members concerning the techniques for developing surveys, studies, and team projects used for performance improvement processes. Developing and implementing tools and techniques to collect and analyze data on quality, fiscal expenses, budget, appropriate utilization of resources and customer satisfaction. Developing and implementing financial indicators for efficiency, performance, appropriate allocation of resources, and benchmarking with other hospitals. Developing and coordinating a plan of action to enable a hospital to meet, or exceed, the performance standards and monitoring compliance through the standards. Significant experience with implementing Joint Commission standards in a service.
