Summary You will serve as a Civilian Personnel Liaison for HELICOPTER MARITIME STRIKE WING PAC. Responsibilities You will act as the liaison to the Commander, Pacific Fleet Southwest Human Resources Office (CPF-SW HRO) on all civilian personnel actions for COMHSMWINGPAC. You will initiate Requests for Personnel Action (RPAs/SF-52) for promotions, recruitments, position description classification, retirements, cash and time off awards and data element corrections. You will update data elements and maintains databases in the Defense Civilian Personnel Data System (DCPDS) and Total Workforce Management System (TWMS). You will track performance appraisal cycles for both Bargaining and Non-Bargaining Unit personnel. You will interact with CPF-SW HRO and other appropriate agencies to ensure personnel actions are prepared and processed in a timely and efficient manner to accomplish the Wing Staff and ASD's long and short-term organizational needs. You will coordinate the civilian recruitment process, insuring the servicing HRO has pertinent information required for each action and effects coordination and control to reduce the lead time to hire personnel. You will ensure compliance with all governing laws, regulations and instructions with regards to the civilian hiring process. You will provide hiring managers with all related documents associated with the hiring process and maintains records as required by statute. You will review OCHR generated job announcements and questionnaires with Department SMEs prior to posting to USA Jobs. You will create documents to include resume ranking and interview questions upon receipt of the Certificate of Eligibles. You will prepare a welcome package for new employees and guides them through the check in process. You will provide advice and assistance to managers on job description revisions as needed to meet changing classification or mission requirements and advises on temporary promotions, details, and reassignment actions of assigned personnel. You will provide guidance to management on Union contract compliance. You will manage and track award funds each fiscal year providing the Deputy Commander and Admin Officer with funding, time off award and Quality Step Increase controls. You will develop plans, procedures, policies, job descriptions and other documents required to implement and manage the organization's civilian manpower programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing, analyzing or advising on matters related to manpower and personnel functions or procedures.
