About the Indiana State Budget Agency (ISBA):
The Indiana State Budget Agency pursues excellence in fiscal decision-making and fiscal results on behalf of the Governor and in support of the General Assembly. We assist with revenue forecasting, budget development, fiscal analysis, budget management, and financial management policies. We evaluate legislative proposals for fiscal and policy impacts and communicate that information to decision makers.
Role Overview:
The Fiscal Analyst reviews and responds to a wide range of budgetary inquiries for state agencies, institutions, commissions, and related entities. The role may require preparing written research and policy analysis for the Governor, Budget Director, Office of Management and Budget Director, and Legislative Caucuses. Strong time management, critical thinking, and sound judgment are essential for making rational and fiscally responsible recommendations.
Workload demands increase significantly during legislative sessions, requiring additional time and effort. Some assignments may involve complex research, data analysis, and impact projections. Day-to-day interactions typically include colleagues, the Director, agency leaders, financial managers, and budget directors.
Key outcomes for this role are:
Assist assigned agencies in preparing biennial budget requests.
Review and analyze biennial budget requests for compliance with state standards and Budget Agency policies.
Respond to Budget Committee requests regarding biennial budgets.
Prepare and provide budget recommendations for the Budget Director.
Prepare the final budget recommendations approved by the Budget Committee for inclusion in the Budget Report and the introduced budget bill.
Salary:
This position traditionally starts at an annual salary of $67,314 but may be commensurate with education and job experience.

A Day in the Life:
Responsibilities include:
Cultivate and maintain collaborative working relationships with state agency directors, deputy directors, financial managers, and program staff.
Meet regularly with assgined agencies to improve requests for funding, outcomes, and performance metrics.
Identify agencies needs, develop resolutions, build strategic plans, and provide fiscal guidance for grants.
Answer questions, provide guidance and resources, and make recommendations to customers regarding assigned funds and grant projects.
Research, develop, prepare, and analyze a variety of state and federal financial status reports as required in statute, related to assigned divisions, or as assigned by management.
Collaborate with budget analysts and Division Directors to review state and federal assistance requests.
Work with budget agency staff to resolve issues with grants in the application, management, and the reconciliation processes.
Conduct budget analysis and advise division leaders on fiscal matters regarding their operating, dedicated, and federal funds.
Review and analyze agency-submitted biennial budget requests based on Budget Agency policies.
Prepare annual and biennial budget recommendations and provide them to the Budget Director.
Throughout the year, monitor agency expenditures, review and approve appropriate fiscal transactions, and evaluate and make recommendations when agencies request deviations from approved budget plans.
Prepare and research activities as they relate to state and federal funding within assigned divisions, ensuring compliance with all regulations and financial management circulars.
Investigate and resolve budget errors related to state and federal funding, e-procurement, project costing, funding sources, and other financial transactions.
Track bills through the legislative process and determine the fiscal and policy impact of new legislation.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
General knowledge of the budgetary process, the State's accounting principles and procedures, and state/federal rules and regulations.
Knowledge of state government structure, administrative procedures, and the legislative process.
Analytical and quantitative skills applying knowledge of finance, accounting, statistics and economics.
Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
General knowledge of the budgetary process, the State's accounting principles and procedures, and state/federal rules and regulations.
Knowledge of state government structure, administrative procedures, and the legislative process.
Analytical and quantitative skills applying knowledge of finance, accounting, statistics, and economics.
Experience with analyzing fiscal trends, isolating, and understanding variances, projecting expenditures and revenues accurately, and adjusting budgets to address shortfalls and optimize fiscal resources.
Introductory knowledge of agency missions, programs, and administrative policies.
Adequate computer skills in Microsoft Office products (e.g. Excel, Word, Access). Additional experience with statistical products preferred.
Ability to solve complex financial problems.
Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

This role may provide direct supervision for one or more staff members.
