Summary This position is part of the Department of War Information Activity. The incumbent will be responsible for the development and preparation of the budget estimates and the annual operating program goals for five years and beyond the current budget year. Responsibilities As a BUDGET ANALYST at the GS-0560-9 some of your typical work assignments may include: Serve as the Agency GTCC Program Manager responsible for the day-to-day operations, administration, maintenance and internal controls in support of the DMA GTCC program. You will perform periodic analyses to determine if sufficient controls are established to develop internal controls to ensure timely certifications of monthly statements and invoices. You will provide direction, guidance, and advice to Agency Program Coordinators (APC) and users on program's functional requirements. You will independently monitor and perform program analysis and identify problems associated with the DWIA Headquarters Government Travel Card (GTC) Program. You will analyze credit card reports and problems, draw conclusions, and recommend solutions for reconciling discrepancies. You will serve as the travel funds administrator and have control and oversight of travel lines of accounting (LOAs), budget, funds, and collection of debt. Serve as the Debt Management Monitor (DMM) and manage the Defense Travel System (DTS) at the organizational level to track the debt collection process created by an overpayment of travel funds to travelers. Requirements Conditions of Employment Qualifications You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service: Serving as the primary point of contact for Government Travel Card (GTC) program, Defense Travel System (DTS) administrator; Experience performing as local Government Travel Card Agency Program Coordinator (APC); Defense Travel System (DTS) Reviewing Official for DMA. Ensures approved mandated training is conducted for all travel cardholders and management; Reviewing compliance with internal and higher authority financial rules and regulations, reviewing various reports covering the status of funds, expenses, and obligations, and reviewing accounts for availability of funds. B. I have successfully completed a Masters or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process.
