Responsibilities Advises on, devise and recommends solutions to Labor and Employee Relations complex issues. Researches applicable laws, regulations, and policies to draft disciplinary and adverse actions with management to address Labor and Employee Relations issues. Plans and develops required civilian personnel management programs related to and employee and labor relations. Provides advisory services to managers, supervisors, and employees on immediate problems, which involve serious and sensitive issues related to employee discipline, grievances, appeals, complaints, employee/supervisory relationships etc. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized Experience at the GS-13 is defined at: Implementing and evaluating civilian personnel policies and programs; advising senior management with employee discipline, grievances, appeals, complaints, employee/supervisory relationships, rights and obligations, and performance management under Title 5; and drafting disciplinary and adverse actions. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized Experience at the GS-12 is defined at: Providing guidance and support to senior management on employee relations, including discipline, adverse actions, grievances, performance management and employee counseling; and researching federal human resources laws, regulations, and agency policies to recommend improvements to civilian personnel management programs related to employe and labor relations.
