Summary This position is located at Office of Government Ethics, Ethics Transparency and Assistance Division. As a Supervisory Attorney Advisor (Chief of Staff and Program Counsel), you will assess program feasibility, determine program goals, and design an organizational structure to promote effective work accomplishment. Responsibilities As a Supervisory Attorney Advisor (Chief of Staff and Program Counsel), you will: Advise and make recommendations on policy matters within the agency and has operational responsibility for all administrative law (FOIA records, privacy, fiscal, procurement, personnel) and legal matters for OGE. Give authoritative advice to the Director of OGE, Members of Congress and their staffs, representatives of departments and agencies, private attorneys and other individuals seeking advice on OGE activities. Monitor progress towards organizational goals, and assess the overall effectiveness, efficiency, and productivity of OGE. Lead the provision of information and analysis to agency ethics officials, public and others, through the agency's desk officer program. Qualifications This position has been designated as a Career Reserved position and will be filled on a career basis. Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated as eligible for this position. MTQ 1: Substantial knowledge of and demonstrated experience supervising managers (SES) and supervisors, advising and providing counsel to noncareer leadership, communicating with various stakeholders, leading strategic initiatives, managing a budget, and monitoring and guiding organizational goals and objectives. MTQ 2: Demonstrated experience analyzing complex legal issues involving a wide range of administrative laws, analyzing and solving problems related to systems and people, managing internal operations and staff across program areas including IT, making sound decisions, providing timely advice to senior leaders, and demonstrated ability to communicate complex concepts clearly and concisely in writing and orally. Education Applicants must possess a J.D. degree from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
