CONDITIONS OF EMPLOYMENT:
New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
The Department of Military Affairs is paid on a monthly basis.
This position is a Cooperative Agreement position.
As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.
Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.
NOTE

MINIMUM REQUIREMENTS:
A High School Diploma or equivalent; AND
Seven (7) years of professional, full-time-equivalent experience in Environmental Engineering or related field;
Education may substitute for experience on a year-for-year basis.
DUTIES AND RESPONSIBILITIES:
Act as the Florida Army National Guard Hazardous Waste Coordinator. Receive Hazardous Waste Profiles and support documentation including Safety Data Sheets and laboratory reports from unit and maintenance activities for inputting to National Guard Bureau (NGB) Hazardous Materials Inventory Database. Coordinate pickup through Defense Logistics Agency representatives and site personnel. Maintain waste disposal contract information and facility waste generator information. Keep records of past waste disposal documentation as well as upcoming waste disposal events. Ensure waste determinations are documented and match associated waste profile sheets. Ensure all required documentation is maintained in a central electronic database and with appropriate waste generators.
Track waste volumes received and storage times for compliance with EPA requirements for a Small Quantity Generator (SQG). Complete tracking of all hazardous, non-hazardous, universal, and other regulated and non-regulated waste streams generated at Florida Army National Guard facilities statewide. Generate reports on a weekly and monthly basis for manager and leadership review.
Complete and maintain waste determination documentation of known and unknown waste streams to include document review (product labeling, Safety Data Sheets, Technical Data Sheets, and user knowledge), as well as unknown waste streams (conduct sampling and interpretation of laboratory reports).
Complete facility walk-throughs and internal assessments at Florida National Guard SQGs to ensure compliance with state and federal regulations. Log and track deficiencies utilizing the Environmental Performance Assessment (EPAS) system to ensure corrective actions are taken in the appropriate timeframe.
Collect, analyze, and track solid waste and recycling data for reporting to meet NGB data call requirements including Solid Waste Annual Report on the Web (SWARWeb) reporting and others. Obtain monthly bills or scale receipts to determine cost, @type, and amount of solid waste or recyclable materials disposed of at all Florida National Guard facilities. Track number and size of waste containers across the state and coordinate with Camp Blanding personnel and CFMO Engineering regarding waste generated during construction and demolition projects. Ensure solid waste generation activities align with solid waste management plan.
Assist with Environmental Officer classroom trainings. Provide Environmental briefs as required to Command and maintenance personnel at Florida Army National Guard hazardous waste generating facilities to ensure maintenance personnel understand waste management and spill response procedures.
Complete training to maintain certifications and enhance job knowledge as required.
Maintain and review Army, federal, state, and local environmental regulations/policies pertinent to assigned environmental programs and perform additional duties as directed.
