Essential Functions
Performs professional-level accounting duties, including maintaining accuracy of ledgers, reconciling accounts, analyzing discrepancies and preparing financial reports to support city-wide operations.
Prepares, reviews and analyzes financial data, including payroll adjustments, contracts and reports, to ensure accuracy, compliance and financial impact. Contributes to the annual comprehensive financial report (ACFR), month-end close, year-end close and audit preparations.
Oversees fixed asset accounting, including processing additions, transfers, retirements and reconciling capital asset records with the general ledger.
Manages grant accounting functions, including reimbursement requests, drawdowns, performance reporting and tracking multiple funding sources.
Develops, monitors and implements financial policies, procedures and internal controls to safeguard assets, ensure accurate financial reports and improve operational efficiency.
Provides technical support for financial system upgrades, implementations and optimizations, while serving as a resource for departmental users on accounting principles and procedures.
Serves as a backup for other accounting functions and participates in special projects or cross-departmental initiatives, as assigned.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in accounting, finance, or closely related field and three years of increasingly responsible professional-level accounting or governmental accounting experience, or an equivalent combination of education and/or experience.
Knowledge of:
Federal, state and local financial regulations relating to public agencies
Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements
Accounting and financial practices as it relates to public agencies
Methods and techniques of coding, verifying, balancing and reconciling accounting records
Computer usage including related software
ERP systems
Ability to:
Apply accounting principles in resolving problems
Accurately perform complex mathematical calculations, prepare detailed financial reports
Research and analyze financial data
Reconcile complex high volume accounts
Operate a computer with demonstrated proficiency using accounting, database, word processing, and spreadsheet software applications at an appropriate level for efficient job performance
Maintain detail and accuracy
Receive, comprehend and follow instructions
Work within time constraints and deadlines
Exercise good judgement
Establish priorities and organize individual workload
Communicate effectively in the English language at a level necessary for efficient job performance
