Summary The Director of the Financial Management Directorate oversees all financial matters for designated Department of War-wide operational and administrative programs. This role involves establishing and administering the complete range of budgetary and financial management policies and procedures for funds appropriated to the Office of the Secretary of War, the Pentagon Force Protection Agency, Washington Headquarters Services, and other managed Defense activities. Responsibilities The Director, Financial Management Directorate (FMD) provides executive leadership and expert financial advice to the chain of command and OSW officials, manages the Washington Headquarter Services' (WHS) diverse financial requirements and resources, and reports directly to the Director of WHS. WHS itself is a field activity operating under the authority and direction of the Office of the Director for Administration and Management. Major duties and responsibilities include, but are not limited to: Provides comprehensive leadership for all financial management issues and assigned programs, holding responsibility for a diverse portfolio that includes at least 15 different appropriations, a trust fund, and four revolving/transfer funds, such as the Pentagon Reservation Maintenance Revolving Fund. Directs comprehensive financial management functions, administering budget programs through apportionments, allocations, and periodic reviews of programs and requirements. Oversees the formulation, presentation, and execution of the Program Objective Memoranda, President's Budgets, and the Future Year's Defense Program for all assigned activities. Works closely with the Office of the Under Secretary of War (Comptroller) to effectively justify requirements, align resources, and secure funding for unfunded needs. Develops and executes a corporate-level decision-making framework, which includes a program and budget forum composed of both working-level and executive-level groups. These groups convene at least quarterly to review the status of program execution, address unfunded requirements, and resolve other key funding issues to inform WHS corporate decisions. Provides executive-level guidance to the Director, WHS, leveraging innovative business strategies and practices to achieve long-range organizational goals and objectives. Provides strategic vision and leadership for both the FMD and the broader corporate WHS financial management community. This involves developing a comprehensive FMD business plan while championing the adoption of improved business practices, processes, and innovative techniques to enhance office management.
