Assistant Superintendent of Access Control - Job Description
The Maryland Transit Administration (MTA) is recruiting for an Assistant Superintendent for Access Control. This position will oversee daily operations related to access control systems, facility security equipment, and fencing across agency properties. This position supervises A & B Repairmen and clerical staff, ensuring the effective completion of preventive maintenance, inspections, repairs, and administrative functions.
This role plans, organizes, and coordinates shop activities; assigns and monitors work; and ensures compliance with MTA policies, procedures, and safety standards. The Assistant Superintendent manages personnel, equipment, budgets, and third-party contracts, while also serving as a liaison with internal departments and external agencies.
Key responsibilities include supervising staff, resolving labor relations issues, maintaining accurate personnel records, supporting budget development, and overseeing maintenance of access control and CCTV systems. The incumbent also promotes a strong safety culture, ensures regulatory compliance (including OSHA), and supports operational improvements, long-term planning, and project coordination to meet agency goals.

Qualifications
MINIMUM QUALIFICATIONS
Education: Graduation from a standard high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience supervising technical or maintenance staff in facilities, access control, or security systems, including planning and overseeing preventive maintenance and repair operations. Three (3) years of the required experience must have involved supervisory or program management responsibilities in a facilities maintenance/access control environment. Two (2) years of the required experience must have involved installing, repairing, and maintaining Access control systems, Network communication, CCTV, entry gate equipment and locking hardware.

Notes:
Additional experience as defined above may be substituted on a year-for-year basis for the required education.
Additional education at an accredited college or university may be substituted at a rate of thirty credit hours for each year of the required experience for up to four years of the required non-supervisory experience.
U.S. Armed Forces military service experience as defined under the Experience Requirement of the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
Special Requirements:
Employee may travel and work outdoors at various locations throughout the MTA service area, in all @types of weather conditions, and at all times of the day or night.
Employee may be exposed to a variety of hazards including, but not limited to, toxic materials and fumes, asbestos, flammable or combustible agents; any of which may require the use of personal safety equipment such as hard hats, hearing protection, protective eyewear/footwear, and respirators.
Employees are subject to call-in 24 hours a day and will be required to maintain a reliable communication link for the purpose of emergency call back requirements.
Employees may be required to work evenings, holidays, and weekends.
Employees are required to travel to various locations throughout the MTA service area.
Employees in this classification are subject to substance abuse testing in accordance with the Code of Federal Regulations 49- Federal Department of Transportation Drug Alcohol Testing Protocols and Federal Transit Administration Alcohol Testing Rules.

Licenses & Certifications
Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
