Location:
This position is with INDOT's Crawfordsville Unit.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
Construction Positions:
Candidates who do not have a Construction Certification through INDOT may be hired at a lower hourly rate, starting at $22.00 and will then be eligible for incremental increases as they pass the required annual exams and gain experience in the department.
A Day in the Life:
The essential functions of this role are as follows:
Project Management
Works with Area Engineers and Project Engineers/ Managers/Supervisors to review project plans during development for stormwater pollution prevention, constructability, erosion and sediment control, and waterway permitting considerations.
Assist with analyzing stormwater budgets, planned BMPs, SWQCPs (Storm Water Quality Control Plans), and other contractor submittals.
Permitting & Regulatory Coordination
Review, interpret, and apply requirements associated with CSGP, MS4, waterway permits, construction in a floodway permits, and other environmental approvals.
Coordinate with INDOT Environmental Services (Ecology & Waterway Permitting), Project Managers, consultants, and regulatory agencies regarding permit needs, conditions, and compliance when needed
Field Inspections & Investigations
Conduct environmental field inspections of active construction sites to assess erosion and sediment control, BMP installation and maintenance, waterway impact compliance, and stormwater management implementation.
Identify deficiencies, document findings with photographs and written reports, and coordinate corrective actions through Project Engineers/Managers/Supervisors (PEMs/PE/S).
Evaluate borrow/disposal sites (IC-203) through desktop investigation and field visits
Outreach & Communication
Communicate professionally with stakeholders including contractors, consultants, regulatory officials, and the public regarding environmental compliance requirements and project impacts.
Provide training or guidance to district staff on stormwater, ESC, and waterway permitting obligations.
Attend pre-construction meetings with the Project Engineers/Supervisors and Contractors to ensure that the Contractor's understand and comply with all aspects of the ESC contract provisions.
Travel Requirements
This position requires frequent travel within the assigned district to conduct inspections, attend meetings, and evaluate sites,

Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Required Knowledge, Skills, & Abilities
Broad understanding of environmental protection principles, stormwater management practices, erosion and sediment control, and waterway permitting.
Working knowledge of biology, hydrology, engineering, transportation construction, and environmental
Ability to read and interpret construction plans, permits, environmental commitments, and technical documents.
Strong inspection skills and the ability to identify noncompliance and recommend corrective actions.
Excellent writing, analytical, and technical documentation skills.
Strong verbal communication skills and the ability to effectively collaborate with individuals with varying levels of environmental expertise, including contractors, engineers, and agency staff.
Ability to interpret legal terminology, regulatory conditions, and compliance obligations and apply them to diverse and sometimes complex field situations.
Preferred Qualifications
Experience in stormwater, erosion control, construction inspection, or environmental permitting.
Familiarity with INDOT processes, district operations, and the use of INDOT systems such as ITAP, EWPS, ERMS, CFA, and SPMS.
CESSWI, CISEC, CPESC, or equivalent "National" certifications, or ability to obtain within established timeframes.
A degree is not required. However, at least five (5) years of environmental or environmental public health experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
