GENERAL SUMMARY
The Procurement Agent provides comprehensive procurement support to a designated portfolio of College departments. This role acts as the primary point of contact for departmental staff, guiding them through the acquisition of goods and services while ensuring strict adherence to State of Colorado Procurement Code and Fiscal Rules. Both Purchasing Agents perform identical duties but are divided by departmental assignments to provide specialized, high-touch customer service across the campus.
PRIMARY DUTIES
Departmental Portfolio Management
Direct Support: Serve as the dedicated procurement consultant for an assigned group of departments (e.g., Academic Affairs, Student Services, IT, or Facilities).
Requisition Processing: Review and process all purchase requisitions within the assigned portfolio, ensuring correct account coding (Banner) and budget availability.
Purchase Order entry: Create and maintain formal purchase orders within the Banner system.
Solicitation Execution: Support Documented Quotes (DQ) and simplified competitive bids for departmental needs, analyzing results to ensure "best value" for the College.
Insurance Verification: Request and review insurance certificates from service providers to ensure compliance with state requirements.
Commercial Card Program Administration
Pcard Oversight: Administer the Pcard programs for assigned departments, including card issuance, credit limit adjustments, and account maintenance.
Compliance Auditing: Perform monthly audits of cardholder transactions to ensure receipts are present, taxes are not paid, and purchases align with State and College policies.
Training: Provide one-on-one or group training to cardholders and reconcilers within the assigned portfolio annually.
Operations, Verification, and Reporting
Receiving & Invoicing: Coordinate with vendors and departments to resolve discrepancies between purchase orders, receiving reports, and invoices to ensure timely payment.
Encumbrance Management: Monitor open purchase orders and perform "fiscal year-end" clean-up to ensure accurate budget roll-over.
Documentation: Maintain auditable electronic files for all purchases, including bid documentation, sole source justifications, and business case forms.
Collaboration: Partner with the Contract Coordinator to ensure that any purchase requiring a formal agreement is successfully transitioned to the contract lifecycle.
Because the nature of procurement can change, other duties may be required and assigned by the Associate Director.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS: Any equivalent combination of education, experience, knowledge, skills, and abilities.
Education:(Minimum/Required)
Bachelor's degree in business, accounting, or a closely related field from an accredited college or university.
An associate's degree with appropriate experience may be considered
Experience: :(Minimum/Required)
At least six months of Accounting or professional purchasing/administrative experience
Knowledge/Skills/Abilities:(Minimum/Required)
Problem solving and critical thinking skills.
Strong customer service and communication skills.
Highly detail-oriented and well-organized for tracking complex documents.
Demonstrated proficiency in Excel (Intermediate to Advanced), Word, and Adobe.
Ability to multitask and manage competing deadlines.
Licensure/Certification: (Minimum/Required)
Basic Procurement Certificate: Required to complete the certification within 90 days of hirethrough the Colorado Procurement University (COPROU).
Preferred Qualifications:
Experience: (Preferred)
Experience working in a higher education or governmental setting.
Familiarity with State of Colorado Procurement Code and Fiscal Rules.
Knowledge/Skills/Abilities:(Preferred)
Knowledge and use of the Banner ERP system.
Licensure/Certification: (Preferred)
Certifications: CPPB (Certified Professional Public Buyer), CPPO (Certified Public Procurement Officer), CPSM (Certified Professional in Supply Management), ASCM/APICS Certificates
Equipment Used:
Personal Computer and various software products, including but not limited to a strong knowledge of Microsoft Office suite.
