The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full-time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards. The pipefitter performs avariety of duties involved in the installation, modification, repair and maintenance of high- and low-pressure steam, gas and chemical systems, suc as steam heating, steam generation, hydraulic and vacuum systems, radiators and circulating pumps. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead and supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s), including air conditioning and refrigeration and the properties of refrigerants. Ability to interpret instructions, specification, etc (including blueprint reading). 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. 4. Skill in performing the trade and /or labor work of the group being led. Abiltiy to handle weights and loads in a refrigeration and airconditioning environment. To perform assigned duties with dexterity and efficiency and to use diagnosic and test equipment to insolate malfunctions. 5. Ability to lead a team of three or more labor or trade employees. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to handle weights and loads in refrigeration and air conditioning environment. Abillity to perform assigned duties with dexterity and efficiency and to use diagnosic and test equipment to isolate malfunctions. Ability to interpret instructions, specifications, etc (including blueprint reading). Ability to use and maintain tools and equipment and the ability to trouble shoot problems and skill in troubleshooting complex problems on large projects applying prescribed test procedures and equipment. Physical Effort The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works from ladders, scaffolding platfonns, or cramped areas where equipment, pruts, tools are hard to reach. Works requires frequent stooping, stretching, bending, kneeling, and working in tilting, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required. Working Conditions The employee works indoors and outdoors on elevated structures, and in cramped areas. Subject to discomfort from facemasks or other protective devices when these is a possibility of exposure to toxic refrigerants, noxious gases, fumes, or acids. Subject to possible burn form refrigerants. Works near moving parts of equipment and machinery energized electrical circuits, sharp metal edges, loud noises, and toxic fumes, which could cause cuts, burns, and respiratory ailments. May be subject to sudden and frequent temperature changes. May be required to wear safely equipment such as safety shoes, glasses, ear protection and hard hats. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
