Summary The position is the Administrative Officer for the Audiology and Speech Pathology (ASP) Service at the Washington, DC VA Medical Center. The incumbent is responsible for obtaining and providing services essential to the management and operation of the Audiology and Speech Pathology Service (126) administrative management, and management analalysis. Responsibilities MAJOR DUTIES & RESPONSIBILITIES - Contributes to Service Line annual and long-range plans by collecting, combining, and analyzing budget, expense, and resource use metrics; manpower, personnel, and position information and equipment needs & requirements to develop recommendations and plans that incorporate all Service Line resource needs and meet the intent and requirements of the facility, VISN 5 and VHA policies, plans, goals, and guidance. - Coordinates and reconciles the needs of the Service Line in project planning, including implementation of stated goals and objectives as determined by annual operational planning. Assists in the evaluation of the overall planning activities of the Service Line in relation to policies, plans and objectives established by VACO, using management reporting systems such as DSS and VSSC to obtain information upon which evaluations and planning decisions can be based. Evaluates new technology for application to the service's needs. - Evaluates organization charts, workflows, performance and productivity metrics, budget plans, administrative processes and requirements, employee, and position data to analyze manpower and resource utilization, work distribution, and management controls. Interprets human resources regulatory, policy, and procedural requirements. Tracks staff data to ensure licensures, competencies, and performance appraisals are up to date. Coordinates and oversees the completion of applications and supporting documents for appointment, credentialing and privileging of full-time and part-time staff and the biannual ongoing professional practice evaluations for maintenance of assigned clinical privileges. Coordinates onsite continuing education offerings for the staff audiologists with the hearing aid manufacturers on the national hearing aid contract. Facilitates conflict resolution in employee-employee grievances, patient-clinician grievances and dissatisfaction at the service level. Participates in the deliberations and completes administrative components of disciplinary/performance-based personnel actions. Implements improvements to eliminate barriers to workflow, promote courtesy and teambuilding. This Includes Informal mediation to resolve employee complaints or grievances. Reviews medical center policies and procedures, communicating new policies or policy changes to ASP Service employees as appropriate. Researches and monitors existing policies, regulations, directives, and handbooks for compliance; receives changes, revisions, or new guidance; understands guidance/directives, investigates impact to the ASP Service, and formulates implementation. Orients staff audiologists, speech pathologists, health technicians, and student trainees on service-level policies and procedures as well as VA rules, regulations, policies and procedures. Facilitates and monitors affiliation agreements with various higher level educational institutions and provides program coordination with analytical and managerial support. Report and correspondence manager for the service, ensuring timely and accurate responses to local, network and national EV's. Audiology Records Liaison Officer, responsible for the storage, upkeep and destruction of all official VA records. APDAC for the service ensuring all staff have the computer access that is needed for the full performance of their assigned duties. Provides oversight, analysis, and troubleshooting of the ASP service level inventory. Develops a program of equipment purchasing with the goal of replacing equipment in a scheduled manner. Leads education of clinical and clerical staff regarding consult performance, including but not limited to dissemination of consult guidelines and policies, education regarding utilization of Consult Toolbox, fielding/answering questions for entry/acceptance/completion of consults to and/or from ASP Service. ASP Service Level Recovery Partner working with the facility Patient Experience Office utilizing the PATS-R program to document service level actions taken in response to stakeholder requests. Assists with the coordination of Joint Commission reviews. Ensures a high level of ASP Service preparedness in meeting compliance with the standards of external accreditation and reviewing bodies.
