GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Planning and Policy Analyst to join the Program Performance team. This pivotal role supports
agency leadership in operationalizing the Executive Staff's vision and driving the successful implementation of the WYDOT Strategic Plan.
This position will serve as a primary steward of WYDOT's mission, vision, and values, acting as a strategic navigator to align agency focus with overarching objectives and performance goals.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Support the Program Performance team in the administration of the WYDOT Strategic Plan, ensuring alignment across strategic projects, agency initiatives, and performance metrics.
Develops and maintains digital, online accessible strategic planning, facilitation and training tools and resources.
Manage all updates to internal and external WYDOT strategic planning websites to ensure public and agency accessibility.
Facilitate strategic planning sessions for both large and small groups across all levels of the agency.
Assist with the creation, implementation and evaluation of the WYDOT Employee Satisfaction Survey and Customer Satisfaction survey.
Oversee the Extra Mile Award program to promote and reward employee excellence.
Lead the development and submission of the Governor's Annual Report and official Strategic Plan documentation.
Conduct specialized training on performance management and strategic methodology for New Employee Orientation (KnowWy) and New Supervisor Orientation (WYSupervise).
Serve as the primary administrator for the WYDOT strategic planning departmental email correspondence.
Support the On the DOT employee engagement platform and represent the department in presentations regarding strategic goals.
Assist in briefing WYDOT Executive Staff on strategic plan progress, milestone updates, and key initiatives.
Qualifications
PREFERENCES:
Preference may be given to an applicant with a Bachelor's Degree in Business Administration, Public Administration, or a closely related field with 1-2 years of progressive experience.
KNOWLEDGE:
Knowledge of principles and processes involved in organizational planning, coordination, and execution in a transportation setting, including strategic planning, employee engagement, and performance management.
Knowledge of the State of Wyoming Personnel Rules and the ability to interpret and implement these in daily activities.
Ability to apply theoretical best practice in a real world setting to achieve strategic outcomes.
Ability to manage a project from start to finish.
Ability to effectively communicate concepts and ideas to and collaborate with outside agencies, public partners, program managers, engineers, technicians, and information technology experts.
Ability to effectively listen to understand ideas and challenges and ask appropriate follow-up questions.
Ability to develop interpersonal relationships and work well with others.
Excellent written and oral communication skills across a wide range of organizational levels and with internal and external stakeholders.
Skilled use of office automation software (Microsoft Office, Google Docs, Sheets, & Drive);
Excellent organizational and time management skills. Ability to work and make decisions independently; maintain and manage multiple priorities.
Ability to apply new technologies.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

Qualifying eligibility and criteria for the hiring bonus
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
Temporary employees accepting a full-time position
Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
