Summary The Mobility Transportation Specialist position is to manage Transportation and Fleet Operations at the Martinsburg Department Of Veteran affairs. Incumbent establishes deadlines, priorities, and work assignments based on general work schedules, methods, requirements, and policies established by higher levels of supervision. Incumbent ensures varying deadlines and production schedules are met to fulfill projected needs. Responsibilities The incumbent manages the operation of Vehicle Fleet Unit to address the immediate and future organizational needs of the service. The duties and responsibilities include but are not limited to the following: The incumbent manages and operates a complex fleet of motor vehicles ranging from the subcompact sedans and station wagons to heavy trucks, buses, para-transit vehicles and special purpose vehicles to support all combined activities and components of Federal agencies within an assigned geographical area. Develops detailed programs for the service, storage and maintenance of the equipment and its usages. Schedules maintenance and repairs on General Services Administration and station- owned vehicles. Participates in the establishment of local policies for achieving management objectives and goals and represents management on such matters as required. Makes recommendations for short-range, organizational, and operational improvements. Participates in annual budget preparation. Inspects new vehicles and advises as to acceptance condition, assures warranty repairs are accomplished prior to assignment whenever possible, determines specifications of new vehicles request rotation of under or over utilized vehicles and initiates documentation for disposal action for unused or obsolete equipment. Approves vehicle replacement needs and assures proper coordination of requirements with GSA Fleet Managers, and VISN 5 fleet manager in fulfilling fleet goals and data calls. Approves requirement for additional short-term lease of GSA vehicles in support of peak requirement periods, mobilization, emergency situations, etc. Assures utilization data is compiled and submitted to GSA within established time limits. Operates the vehicle dispatch program by determining the number of permanently assigned GSA vehicles necessary to provide the most cost-effective method of travel, selecting the @type of vehicles needed, and managing a maintenance program by keeping the optimum number of vehicles available for use during peak periods of travel. Acts as designated agent for receiving, transferring, and accounting for vehicles and related property. Recommends adjustments to GSA and VA fleet utilization to be most cost effective, and within resources, for the government. Develops and maintains data on vehicle utilization. Performs data analysis on vehicle utilization and workload to provide recommendations to the Motor Vehicle Operator Supervisor and service leadership to improve cost effectiveness and efficiency of the service. Maintains production reports and records. Prepares cost estimates for various materials and equipment needed. Maintains vehicles in a safe and dependable condition. Schedules and coordinates the use of vehicles and personnel to assure total utilization of available resources to promote economical and quality transportation. Maintains CARS database, completes DUSHOM requirements, and manages vehicle replacement program. Other duties as assigned.
