Summary As a Supervisory Attorney Examiner (Civil Rights) (Division Director) at the GS-0905-14, you will be part of the Office of Field Programs, Federal Sector Hearings Program, Hearings Division 3, U.S. Equal Employment Opportunity Commission. If selected, you will serve as Division Director in maintaining responsibility and management of the Program by assisting the Chief Administrative Judge. Responsibilities Supervises and manages the work of Paralegal Specialists and hearings support staff, including planning workloads, monitoring performance, and approving personnel actions. Serves as the division's legal expert on matters related to the Federal Sector Hearings Program, providing legal advice and guidance on statutes, regulations, case law, and agency policies. Oversees case inventory, triage operations, and adjudication workflow to ensure timely, efficient, and consistent processing of federal sector hearings cases. Develops, implements, and evaluates operational procedures and performance standards to strengthen program effectiveness, quality, and uniformity across the Federal Sector Hearings Program. Advises the Chief Administrative Judge and Office of Field Programs leadership on complex legal, policy, procedural, and operational issues affecting the Federal Sector Hearings Program. Coordinates with the Office of Federal Sector Programs, Office of Legal Counsel, and Office of Communications and Legislative Affairs to develop policy guidance, training, program tools, and responses to internal and external inquiries. Represents the Federal Sector Hearings Program in meetings with stakeholders and prepares reports, data summaries, and briefings for senior leadership. Requirements Conditions of Employment Qualifications For the GS-14: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have three years of professional legal experience with at least one year being equivalent to the GS-13 level. Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position has a basic education requirement listed under the Qualifications section of this announcement. Additional Information Relocation expenses will not be paid. The selectee will be required to have a duty station and report to Headquarters or one of the 53 EEOC Field Offices. You will be expected to report to the duty station listed on this announcement.
