JOB TITLE: Payroll and Benefits Specialist

REPORTS TO: Business Manager and Superintendent of Schools

FLSA STATUS: Non-Exempt - Hourly

STATUS:Full Time - Typically 40 hours/week

BASIC FUNCTION:

The Payroll and Benefits Specialist is responsible directly to the Business Manager and Superintendent of Schools for providing appropriate assistance in the interpretation of district policies, guidelines, and directives as related to payroll and benefits related items. She/he will perform administrative and secretarial work of a high level with minimal direction and supervision in an effective, efficient, confidential and trustworthy manner.

JOB SPECIFICATIONS/QUALIFICATIONS:

High School Diploma or Equivalent. Post-secondary hours in a related field are desirable but not required.

Strong secretarial skills, including use of office equipment.

Public relations and communication skills.

Ability to establish familiarity with school personnel and community.

Knowledge of accounting.

Organizational and management skills needed to effectively assist with multiple projects at the same time.

Computer skills adequate to utilize technology relevant to the position: Excel, Word, Google etc.

Possess such alternatives to the above qualifications as the immediate supervisor finds appropriate.

TERMS OF EMPLOYMENT:

261 or 262 -Day Contract

The VSCSD Board of Directors establishes hourly wage and work year.

EVALUATION:

The Business Manager evaluates the performance of this job.

GENERAL RESPONSIBILITIES:

Adhere to applicable state and federal laws, rules and regulations, board policies, and administrative rules.

Demonstrate organization and professionalism in fulfilling the responsibilities of the position.

Maintain a "service orientation" and treat all students, parents, staff, and visitors with professional courtesy.

Demonstrate a positive attitude toward school, students, and job while communicating the same to the community.

Attend seminars and training as needed to stay current with state and federal regulations and requirements with approval as it pertains to your job.

Dress appropriately for the position and work required.

Accept constructive criticism and suggestions while seeking to improve each performance responsibility.

Maintain professionalism related to confidentiality of student records, staff and school operations.

Participate in Board and Administrative Team meetings and activities upon request of the Superintendent or Business Manager.

Assist with the onboarding process for new employees.

Notarize Documents as needed

Payroll and Benefits Administration:

Serve as Payroll Clerk for the district.

Assist with employee benefit transitions.

Enter benefit and deduction amounts into Payroll Software.

Invoice retirees currently on district health insurance.

Process employee wage garnishments.

Update and maintain required federal/state labor law postings in all buildings.

Create and provide form letters for payroll or employment changes.

Accounts and Financial Management:

Administer accounts payable for schoolhouse, self-funded accounts, and coaches.

Assist in Process monthly bank reconciliations for all accounts.

Process, correct, and submit State and Federal reports.

Personnel Management and Administration:

Assist teachers with lane change requirements.

Add personnel changes to monthly board agendas and process after board meetings.

Provide employment verifications and notarize documentation.

Additional Accountability Duties:

Train and support building secretaries in business office practices.

Utilize all current technology with maximum knowledge and efficiency of the product or equipment.

Research and recommend solutions to the Business Manager to increase office productivity.

Provide support to district events including registration, flu shot clinic, end of the year celebrations, etc. when requested.

Extreme awareness and implementation of confidentiality.

Assist and support other areas of the Central Office and/or other buildings, as needed and directed by the Business Manager.

Prepare for auditors and assist in preparation of documents for the annual audit

PHYSICAL REQUIREMENTS:

Able to answer, communicate, and dial the telephone in a clear, precise voice.

Able to write and record reports utilizing basic computer functions.

Able to read and interpret policies, procedures and employee handbook.

WORKING CONDITIONS:

Primary work setting is the Central Administration Office but duties at times may require working within the various attendance centers in the district.

May be required to work additional hours as required during certain times of the year.
