Summary You will serve as a MANAGEMENT PROGRAM ANALYST in the MY NAVY CAREER CENTER (MNCC) N7 (Knowledge Management and Training) of MY NAVY CAREER CENTER. Responsibilities You will analyze pay and personnel operational, and performance data to assist in the development of more effective performance management systems. You will develop, validate and utilize new, progressive and forward-looking methodologies and approaches to evaluating pay and personnel management systems. You will develop statistical information and visualizations such as control charts, check sheets, run charts, and cause and effective diagrams from analysis of performance measurement data to aide in management decision-making. You will obtain data needed for performance measurement from customers' needs/satisfaction surveys, suppliers, stakeholders, product and service performance, competitive comparison, employees, cost and financial records and reports. You will provide consultant services on the development, validation and maintenance of performance metrics and associated analysis, reports and visual dashboards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing solutions to military pay and personnel service delivery issues; 2) Obtaining data needed for performance measurement on military pay and personnel services; 3) Analyzing military pay and personnel operational and performance data to determine program effectiveness; and 4) Developing statistical and narrative data to justify military pay and personnel service delivery recommendations.
