The ESG Coordinator is responsible for carrying out various administrative and programmatic functions relative to the day-to-day implementation of the Emergency Solutions Grant (ESG. This is a Territorial position.

ESSENTIAL FUNCTIONS:

Ensure subrecipients compliance with program guidelines and established ESG standards.

Keep abreast of regulatory changes through study of published program regulations and technical guidance, as well as participation in webinars and other training opportunities.

Review cash requests and transmit them to the Director of Federal Programs for first-level approval.

Contribute data for the preparation of the monthly report summarizing the programs activities.

Analyze/evaluate program performance.

Assess subrecipient performance through review of subrecipient monthly report submissions and HMIS reports and also site visits and interviews with program beneficiaries, where applicable.

Conduct formal programmatic and fiscal monitoring of subrecipients at least semi-annually and prepare monitoring reports documenting any non-compliance and recommended corrective actions

Provide ongoing technical assistance to grantees/subrecipients to ensure timely execution of program activities and timely expenditure of program funds.

Work with the HMIS Lead Agency to monitor HMIS data entry compliance of subrecipients and review HMIS reports for data accuracy.

Serve on the review committee to evaluate ESG grant applications and make recommendations re: selection of activities to be funded.

Attend public hearings and other meetings as required by the Citizen Participation Plan to obtain the input of stakeholders and the public in general relative to assessment of the needs of the Territory with regards to community development, housing, and homelessness.

Perform general administrative duties for the ESG Program, including typing, copying and filing correspondence, memoranda, letters, etc.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

Education: Associates Degree in Business Administration or related field desirable.

Experience: 3-5 years of grant management experience; 1-3 years of social service experience in the area of homelessness and an equivalent combination of education and experience

Knowledge, Skills and Abilities: A working knowledge of regulations governing the ESG Program and federal programs. Basic knowledge of the various HUD homeless programs. Knowledgeable and capable of working with agencies and organizations that provide assistance to the homeless population. Ability to multi-task, problem solve, and work collaboratively in a team-oriented environment. Computer literate to include Microsoft Word, Excel, PowerPoint and Outlook. Excellent oral and written communication skills and analytical abilities. Ability to be flexible and work under pressure. Ability to work harmoniously with other agency personnel. Ability to maintain confidentiality in all assignments. Ability to read and interpret program regulations and related technical guidance and apply, as necessary, to develop policy and ensure program compliance.

SALARY: $36,608-52,624per annum depending upon qualifications. CDBG-DR grant funded position.
