This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
The Iowa Ethics and Campaign Disclosure Board is seeking an Attorney 2 to join its team. As an independent agency of the executive branch, the agency's mission is to promote the public's trust and confidence in government by ensuring the integrity of political campaigns, the ethical standards for officials and employees of the executive branch of state government, and the lawful conduct of executive branch lobbyists.
The Attorney will assist the Board's Executive Director and Legal Counsel with:
Investigating complaints, analyzing issues, and applying Iowa Code chapters 68A, 68B, and Iowa Administrative Code chapter 351
Conducting legal research, preparing reports/memoranda outlining factual and legal issues, and making recommendations for disposition
Drafting and reviewing advisory opinions and orders
Prosecuting contested cases before the Board and representing the agency in judicial proceedings
Drafting, reviewing, and overseeing the administrative rules process outlined in Iowa Code chapter 17A
Advising government bodies, officials, and employees on government ethics laws
Answering inquiries from candidates, political committees, and political parties concerning campaign finance laws
Responding to public records requests
The successful candidate will have:

ADDITIONAL QUALIFICATION REQUIREMENTS
The Board and its staff are required to comply with the Board's Code of Ethics which can be found in Iowa Administrative Code rule 351-1.4.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited school of law, and experience equal to two years of full-time work in the practice of law; not including experience as a law clerk.
Current, continuous experience in the state executive branch that includes eighteen months of full-time work with the employing agency in the practice of law; not including experience as a law clerk.

Additional Qualification Requirements
Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to be admitted to the Iowa State Bar if required at the time of appointment.
