This position provides technical personnel support to the Department of Children, Youth and Families managers, supervisors and employees. Working with oversight from the Transactions Lead and Supervisor, this position will process personnel transactions in the State's personnel/payroll systems (SEMA4), administer FMLA, leave management, and retirement services, including maintaining databases and providing reports.
This position has access to documents/data containing labor relations information as defined by M.S. 13.37, providing data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues. This position also provides assistance and information for use in the development of a strike plan.
Responsibilities include:
Serve as the primary contact for employees, supervisors, and managers seeking information on paid and unpaid leaves of absences, including Family Medical Leave Act (FMLA), Parental Leave, Medical Leave, and Military Leave, and other statutory or contractual leave provisions.
Review, research, prepare, and process employee and position data transactions in SEMA4 system and ensure timely and accurate entry in accordance with state and federal laws, collective bargaining agreements, and MMB administrative procedures
Provide comprehensive personnel support by responding to inquiries and performing technical human resource functions to ensure accurate, timely, and compliant human resources services.
Minimum Qualifications

One (1) year of experience administering FMLA and other @types of leave requests including determining eligibility, evaluating, processing and tracking requests
Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:
Interpreting employment contract language, personnel rules, policies, and procedures as it pertains to employee benefits, transactions, and/or payroll.
Knowledge of employment laws including ADA, FMLA, MPL, Paid Parental Leave, USSERA, Military Leave, unpaid leave, and Government Data Practices.
Administrating HRIS data management, electronic spreadsheets, and word processing software skills sufficient to track HR data, create spreadsheets, and draft presentations or correspondences.
Strong attention to detail and organizational skills sufficient to ensure policies, bargaining agreements, personnel plans, processes, procedures, laws, rules, and regulations are followed accurately and consistently.
Demonstrated communication skills sufficient to interact with a variety of clientele at all levels in order to communicate effectively, accurately and in an understanding, timely manner, all while maintaining confidentiality.
Preferred Qualifications
Bachelor's degree or higher in Human Resources or Organizational Management or related field.
Working knowledge and understanding of union and collecting bargaining agreements; rules and laws (i.e. FMLA, Affirmative Action and Data Practices) that affect Human Resources.
Skills using PeopleSoft/SEMA4 sufficient to review employee and position information, pull standard reports, and process personnel transactions.
Variety of experiences working effectively with others from different backgrounds and cultures.
