Responsibilities Collaborates with the Central Office staff in the development of design standards and guidelines and provides technical advice related to construction matters. Collaborates with the Central Office staff in the review of design and construction documents for new construction sites prior to contract advertisement to determine practicability from construction standpoint. Informs contractor of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance and payroll record submittal requirements. Supervises and coordinates activities related to the construction and contract administration for the projects assigned and serves as liaison between Central Office Project Managers, contracting personnel, the various architect/engineers, and contractors as well as other parties involved in the construction projects. These sites are often remote and allow only occasional direct input from the Central Office staff. Reviews and conducts technical analyses of shop drawings and other submittals, payment requests, change order proposals and claims and makes recommendations for approval or other actions. Basic Requirements: Specialized Experience: Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. AND In addition to meeting the Basic Requirements above, applicants must have: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience in construction concepts utilized in various trades, skills, practices, tools, techniques, equipment and processes usually employed in construction in order to effectively oversee/supervise construction projects within the Federal Government or the Commercial market. Experience in monitoring construction progress to completion in order to verify construction and installation is in accordance with good engineering and construction practice. In-depth knowledge and experience in adhering to building codes and regulations as it relates to the construction industry (new and renovated). Supervisor of construction contractors, electricians, crafts persons, equipment operators and mechanics assigned to construction work. The experience involves responsibility for accurately interpreting plans and specifications and supervising and inspecting workmanship for adherence to the plans and specifications. Additional Information In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution. The representative rate for this position is $117,081 per annum ($56.10 per hour). Special Conditions of Employment Section: Initial appointment to a supervisory/managerial position requires a one-year probationary period.
