Summary This position is organizationally assigned to one of the twenty-one Veterans Integrated Service Networks (VISNs) within the Veterans Health Administration (VHA). The VISN CFO will serve as the accountable official for financial activities within the VISN. Reporting to the VISN Deputy Network Director, the VISN CFO will have direct operational and supervisory responsibilities for DSS, VISN 9 Coding Unit and the Management Service Officer. Responsibilities The incumbent is accountable for achieving VISN financial performance goals as stated in the CFO realignment document approved and signed by the Secretary. The Financial Manager participates in a leadership capacity in the application of Continued Quality Improvement (CQI) processes tools and techniques and the conduct of analytical studies, financial analysis, program planning and outcome evaluations. The Financial Manager will work with the VISN Leadership in developing and implementing the VISN financial plan and budget. The Financial Manager recommends appropriate allocation of resources to the VISN health care facilities. Serves as SME, providing technical guidance to develop facility budget; ensuring compliance with VA policies. Assures consistency in the interpretation and application of financial management regulations and procedures throughout the VA Medical Center. Advises the Executive Leadership on all VISN important financial matters; evaluates the financial policies, plans, programs, operations and methods of communication to assure that management decisions include appropriate consideration of their impact on financial resource Provides ongoing reports to management to ensure financial accountability across the VISN and health care system. Proactively works with all executive leadership and chiefs to provide data to assist with budgetary decisions. Provides budget briefings to executive leadership, VISN, service chiefs, and to front line employees. Participates in facility and VISN committees. Other duties as assigned.
