Responsibilities Incumbent conducts assessments, plans, coordinates, and implements the overall USMC CYP health program for children ages 6 weeks to 18 years of age. Serves as primary liaison for HQMC CYP Operations on all issues of health program services. Monitors safety, health, nutritional and inclusion programs and applicable Department of Defense (DoD) and USMC regulations required for CYP. Applies professional knowledge and skill to support the health and well-being of children and youth IAW applicable regulations. Serves as a member of the HQMC CYP annual unannounced higher headquarters inspection team to ensure compliance with policies, regulations and achievement of program goals. Prepares timely, complete and accurate visit and inspection reports of relevant and confirmed findings. Conducts professional and accurate briefings with commanders and staff members. Identifies discrepancies and discusses alternatives with staff and recommends corrective actions. Ensures CYP supports participants health, mental health, and learning. Assists CYP with a range of early childhood social-emotional and behavioral issues. Develops, implements, and oversees the policies and procedures that ensure all USMC CYPs are inclusive of children with and without disabilities, to include children with concerning behavior. This involves providing guidance and technical assistance to installation-level programs on the creation of inclusive environments, developing standardized training on best practices for inclusion and behavior support and ensuring CYPs are equipped with the resources to accommodate children with special needs. The incumbent serves as the primary headquarters-level subject matter expert on inclusion and behavior support, guaranteeing that every child across the Marine Corps has the opportunity for full participation and appropriate support within CYP. The incumbent is responsible for the headquarters-level oversight and analysis of all serious incident reports from USMC installations, including instances of child abuse/neglect and serious medical events. This involves developing, implementing, and monitoring all child abuse prevention, education, and reporting requirements across the enterprise. The consultant will ensure that all programs adhere to established protocols and will manage the timely and accurate reporting of required data to relevant higher authorities, such as the Office of the Secretary of War (OSW). Furthermore, the incumbent will analyze incident trends to inform policy adjustments, training enhancements, and strategic initiatives aimed at ensuring the highest standards of child safety and well-being. HEALTH PROGRAMS AND POLICY Monitors progress toward organization operational goals, evaluate and makes adjustments to improve the CYP health program. Organizes work, sets priorities and determines requirements for resources. Coordinates with other organizations to accomplish goals. Monitors progress and evaluate outcomes to complete achievements. Develops and analyzes data to be used in preparing analytical and interpretative reports and guides for program operations. Monitors field operational activities and resources to mitigate risks. Analyzes, identifies problems, alternatives and makes recommendations to improve programming. Reviews and update health-related policy to support CYP capabilities. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements. Remains aware of emerging trends, updates, and new recommendations in state and national childcare requirements and best practices for health, safety, nutrition, and inclusion. Assists in forecasting program requirements. Assists in designing and developing HQMC and higher-level CYP initiatives. Manages distribution and movement of case information to ensure confidentiality and security. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor¿s Degree in Nursing with an active license to practice as a Registered Nurse. Knowledge of current child health promotion guidelines and child/youth development is required. Understanding of health care needs for childcare facilities. Skill to develop educational activities that promote better health practices and evaluate conditions requiring medical attention. Experience in writing and developing behavior support plans preferred. Experience in a public health or as a school nurse is preferred. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physicals, thereafter, provide evidence of immunization and be free from communicable disease. Must complete DoD training requirements, annual ongoing training, and required certifications, if any. Must maintain CPR and First Aid certifications.
