The incumbent provides supervisory leadership, strategic direction, and operational oversight for the newly established Recovery Residences Certification Program. Following 2025 Minnesota legislation, this position is responsible for developing and maintaining comprehensive certification standards and compliance monitoring systems statewide. The supervisor oversees the transition from Free Standing Room and Board to Recovery Residences, establishing a new regulatory framework from the ground up. This role manages a team of three specialists responsible for inspections, applications, and complaint investigations.
Responsibilities include, but are not limited to the following:
Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees under my jurisdiction will effectively perform assigned job duties to achieve the annual objectives of the section.
Develop, implement, and monitor a comprehensive Recovery Residences certification program and regulatory framework.
Lead strategic planning, program evaluation, and continuous improvement for Recovery Residences oversight program.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee
(e.g. ERG) - Experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Three (3) years of highly skilled experience with substance use disorder (SUD) principles and peer support models.
Experience must demonstrate:
Expertise in 42 CFR Part 2 and HIPAA confidentiality regulations.
Experience working with people in recovery and understanding recovery-oriented principles and trauma-informed approaches.
Knowledge of quality assurance methodologies, inspection protocols, and continuous improvement processes.
Experience developing certification standards, application processes, renewals, and compliance activities.
Data collection, analysis, and report on program outcomes.
Valid Driver's License.
*Bachelor's degree in social work, psychology, counseling, or another related field may substitute for one (1) year of work experience.
**Master's degree in social work, psychology, counseling, or another related field may substitute for two (2) years of work experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Advanced-level knowledge of planning methodologies and subject matters related to SUD.
Broad-based, integrated understanding of federal/state law and polices relating to treatment strategies
Understanding of principles of group dynamics and ability to facilitate goal-oriented outcomes.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
