Summary The employee will serve as an Interior Designer at the Canandaigua VA Medical Center, in Canandaigua, NY. The employee is responsible for planning, implementation and operational management of a complete Interior Design program. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION NOTE: This is a TEMPORARY appointment (not-to-exceed two (2) year). This appointment may be renewed for additional service in accordance with Agency needs for one (1) additional year. Temporary positions offer health insurance (if the employee is expected to work at least one hundred and thirty (130) hours per month for at least ninety (90) days but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Duties include, but may not be limited to the following: Prepares the operating budget, floor plans and space layouts, finish schedules, presentation boards and submittals and accurate cost-estimates. Utilizes an annual interior design and furniture budget in recurring funds. Assists with preparing for projects which includes verifying receipt of orders and coordinating installation. Maintains an interior design file system that includes drawings, specifications, budgets and project information. Maintains a resource library of catalogs for furniture, window treatments, case goods, wall coverings, patient-cubicle curtains, floor coverings, wall art and all other design-related items. Uses current product and installation costs to provide accurate budgetary estimates. Uses budget processes and basic understanding of accounting methods to verify financial obligations, to reconcile transactions and assemble cost estimates. Coordinates the installation of new signage and ensures the efficacy of signage/directional graphics in areas where new and existing intersect. Reads floor plans drawn to scale indicating furniture arrangement, working drawings used by skilled craftsmen in completing station-level projects, lighting plans and signage. Provides plans, consultation, advice, specifications and designs for virtually all spaces involved in new construction and/or renovation. Reviews architect/engineer submittals for compliance with regulations and facility design criteria. Uses building systems (electrical, mechanical, lighting, plumbing, ventilation, acoustics, etc.) and construction techniques to understand their effects on interior space design. Qualifications SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior @context; managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination.
