The primary purpose of this position is: Serves as a principal senior advisor to the Combatant Commander (CCDR) and senior staff on strategic issues affecting the U.S. Central Command (CENTCOM) Area of Responsibility (AOR). Responsibilities Provides expert advice and counsel to the CCDR and senior staff on matters related to regional security, counterterrorism, Iranian activities, and strategic competition within the CENTCOM AOR, focusing on supporting the achievement of CENTCOM's strategic goals and objectives. Leads and manages special projects as assigned by the CDR providing expert guidance and ensuring timely completion of project objectives. Represents CENTCOM in interagency forums, working groups, and meetings, coordinating with other government agencies (e.g., Department of State, NSC, CIA) to advance U.S. policy objectives in the region and ensure a whole-of-government approach to addressing complex challenges and supporting the achievement of CENTCOM's goals and objectives. Engages at senior levels with think tanks, academia, and other influencers on CENTCOM-wide issues. Requirements Conditions of Employment Qualifications Conditions of Employment Cont... Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery-level knowledge of national security strategy, political-military affairs, and strategic planning sufficient to advise a Combatant Commander on the most complex and consequential issues affecting theater and national objectives to apply predictive and prescriptive analytics to enable the Commander to act proactively and allocate limited resources ahead of adversary actions. Expert knowledge of strategic and operational planning, including the development, integration, and assessment of theater-level strategies, campaign plans, contingency plans, and deterrence posture FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of U.S. national security policy frameworks, interagency roles, and strategic planning processes involving the Department of Defense, Department of State, and other federal organizations engaged in foreign policy and national security matters. Knowledge of complex regional political, military, and economic environments relevant to U.S. national security interests, including the ability to assess their implications for strategic planning and decision-making. Knowledge of interagency coordination mechanisms and working relationships among U.S. Government departments and agencies involved in national security, defense strategy, and foreign policy implementation. Ability to negotiate and resolve complex, sensitive issues with senior military and civilian officials while maintaining effective working relationships and achieving strategic objectives. Ability to plan, organize, and direct complex advisory or project-based efforts, including mentoring, motivating, and providing guidance to personnel or teams in support of organizational goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
