Summary The primary purpose of this position is to serve as the principal data science advisor to the Joint Training, Exercise, and Wargame Directorate (J7), NORAD and USNORTHCOM, guiding the strategy and discovery of cutting-edge data solutions for its most complex and visible initiatives. Responsibilities Serves as the directorate's principal technical authority and strategic advisor for data analytics, directing the full lifecycle of the directorate's data science, AI, and KM programs. Serves as the principal architect of the directorate's data ecosystem, developing and directing a mission-driven data plan that integrates future capabilities in AI, ML, and big data. Provides technical and administrative supervision to the limited number of staff in the J7. Serves as the J7 Directorate's principal data science expert, representing the organization at senior-level meetings and inter-agency forums to provide authoritative consultation on state-of-the-art analytical techniques. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Data Science Series 1560. BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. Examples of specialized experience includes professional knowledge and mastery of a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures to provide data-focused and data-informed inputs to Directorate senior leaders; Professional knowledge and expertise in data modeling, query authoring and performance tuning with an in-depth understanding of data modeling best practices, relational and graph databases to advise on the directorate's needs to advance future capabilities; Knowledge of advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives; Expert knowledge and experience working with large and complex data sets and performing extensive analysis of volumes of data and designing and delivering frameworks to facilitate the data development lifecycle and design, implementation integration and maintenance of the pipeline and data warehouse and transitions to cloud-based data solutions; Extensive knowledge and mastery of research techniques and concurrent ability to obtain information concerning subject studies and perform sound analyses; Knowledge of information systems security principles and concepts in order to ensure all data analytics efforts are conducted in accordance with information security best practices; Knowledge and skill in coordinating extensive projects in assigned areas of responsibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Skill in articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain support for new program concepts. 4. Skill to develop and utilize appropriate data collection techniques and design, build and use models and simulation techniques. 5. Ability to identify opportunities for employing data science tools and application to enable operational and strategic planning in direct support of a combatant command level organization's mission and programs. 6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 7. Ability to plan, organize, and direct the functions, operations, and staff of a small organization 8. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel within the component.
