This position serves as a Leave Coordinator for the Department of Corrections and administers all necessary coordinated services of FMLA and other leaves of absences, including maintaining databases and provides reporting for managers, supervisors and employees. The incumbent must integrate contract/plan language, federal and state law, and administrative policies/procedure in their daily work. (i.e. FMLA, Pregnancy and Parenting Leave, PPL, Military and other contractual leaves). This position will perform human resources functions ensuring HR tasks are accurately completed withi n state and federal regulations; MMB/DOC policy and administrative procedures; collective bargaining agreements and plans.
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.
Minimum Qualifications
Two (2) years of experience in Human Resources or similar experience that includes:
Administering FMLA and other @types of leave requests including determining eligibility and evaluating, processing, and tracking requests.
Applying federal, state and/or employment contract language, personnel rules, policies, and procedures as it pertains to employee benefits, transactions, and/or payroll.
Database management, electronic spreadsheets, and word processing software skills sufficient to track HR data, create spreadsheets, and draft presentations or correspondences.
Strong oral communication skills sufficient to effectively compose and deliver responses to requests for information, meet with prospective applicants, and professionally represent the department.
Exceptional written communication skills sufficient to relay sensitive/personal information via email and in producing a wide variety of documents such as memos, letters, and forms making changes to align with policy and procedure
Strong customer service skills sufficient to assist with and respond to requests from internal and external customers in a tactful, effective and timely manner.
Ability to establish and maintain priorities, make consistent decisions, and practice confidentiality and effective utilization of human relations skills
Preferred Qualifications
Comprehensive knowledge of public personnel principles, applicable state and federal statutes and affirmative action guidelines, DOC and MMB HR/HR policies, collective bargaining agreements and plans.
Specialized technological knowledge in the State's administration of the FMLA, the ADA, and the Minnesota Worker's Compensation statutes.
Familiarity with ADA and Worker's Compensation
Skills using PeopleSoft/SEMA4 sufficient to review employee and position information, pull standard reports, and process personnel transactions.

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
