Summary This position is located within the Health Administration Service (HAS) at the Clarksburg VA Medical Center. The primary purpose of this position is to serve as Chief providing overall management and leadership of the service. Responsibilities Duties include but are not limited to: Provides high-level program management, integration, and leadership. Responsible for the management and execution of business activities, critical support services, and long-rang strategic planning for the Clarksburg VA Medical Center. Directs, manages, and supervises the planning and execution of financial processes, human resources management, corporate information management, business planning, personnel resource assignments and skill development. Oversees critical support services such as legal, risk management, and special staff functions within the service. Formulates and issues policies, and guidance. Required to exercise an extraordinarily high level of managerial competence, technical supervisory skills, and high level of functional expertise. Plans, organizes and assigns work to subordinates. Prepares request for filling vacancies to meet workload requirements. Establishes performance standards, ensures equity in performance standards, and evaluates subordinates performance. Evaluates the overall effectiveness of the operation in terms of mission accomplishment, quality standards met, procedural, policy, regulatory compliance, and technical competence. Represents the service at high-level meetings with key officials of other agencies, industries, academia, state and local governments. Develops both long and short-term goals, policies and plans for the organization by coordinating the medical administration needs of the medical center. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides input in regards to the budgeting, contracting and financial management of assigned sections. Responsible for guidance and implementing programs for workload data integrity and program success. Directs development of personnel documentation and personnel actions for assigned section. Directs the program management of the office for matters involving staffing, recruitment, promotions, awards, position classification, training and disciplinary actions. Ensures that procedural, legal and administrative requirements of the programs under direct supervision are met.
