The Texas General Land Office is seeking a Planner II-III (Planner) within the Community Development Revitalization Department of the agency.Planner II: Performs routine (journey-level) to advanced work in planning, policy development, research, data analysis, and coordination, aligned with the State Auditorand#8217;s Office classifications for Plannerand#8239;II or Plannerand#8239;III based on qualifications and demonstrated competency. Employees in this role support the development of planning products, assist with regulatory research and program documentation, and contribute to analytical and reporting activities. The Planner assists in preparing policy materials; integrating analytical and geospatial data into planning products; and ensuring alignment with HUD regulations, state requirements, and internal Branch controls. The role works collaboratively with Program Operations, Monitoring, Compliance, GIS/Data, Communications, and other CDR teams to produce planning materials that are accurate, welland#8209;organized, consistent, and auditand#8209;ready.Our Mission:The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.What Your Contributions to the GLO Will be:and#8226; Conducts policy and regulatory research to inform the development and documentation of scoring methodologies, evaluation criteria, and program eligibility structures. Reviews and interprets HUD guidance, Federal Register Notices, and other applicable regulations to ensure compliance and consistency across planning materials. Prepares policy summaries, regulatory crosswalks, and supporting documentation to enhance defensibility, transparency, and alignment with Branch standards.and#8226; Drafts and refine components of CDR Action Plans, Amendments, program descriptions, eligibility requirements, and planning frameworks under the direction of senior planners and Branch leadership. Ensures all drafted materials are accurate, welland#8209;organized, compliant with HUD requirements, and aligned with internal controls, established processes, and program objectives. Supports the creation of auditand#8209;ready planning documentation by maintaining clarity, version control, and consistent terminology across assigned sections.and#8226; Supports the integration of demographic, hazard, housing, andprogram data into planning documentation. Prepares tables, charts, summaries, and narrative explanations to improve the clarity and usability of planning products. Conducts qualityand#8209;assurance reviews of data used in scoring processes and Action Plan narrative sections. Coordinates with GIS and Analytics staff to ensure all incorporated data elements are accurate, consistent, and properly documented. Develops and maintains proficiency in TIGR, as required, to input and manage CDBGand#8209;DR and CDBGand#8209;MIT programs and associated budgets reflected in GLO Action Plans and Amendments, in accordance with Policy Planning Branch governance and direction from CDR management.and#8226; Partners with teams across GLOand#8209;CDR to translate policy and program requirements into workflows, documentation structures, and internal controls. Coordinates with Program Operations, Monitoring, Compliance, Communications, and GIS to ensure alignment between policy intent and operational implementation. Participates in internal planning meetings and workgroups to gather information, support decisionand#8209;making, and enhance crossand#8209;department coordination.
