Essential Job Functions
Supervises the activities of a team of subordinate administrative generalists (e.g., Financial Specialists, Accountants, Administrative Assistants) engaged in the front end analysis, and in the development, preparation, and justification of budgets to the staff of the Chief Executive Officer (CEO).
Directs and reviews the monitoring, analysis, and reporting of the financial health of various Public Works' funds and informs management of the need for budget adjustments or a change in spending priorities, if applicable.
Communicates with Department of Public Works' management and various stakeholders (e.g. Auditor-Controller, Treasurer and Tax Collector, Chief Executive Office, State and local government entities) on a broad range of issues (e.g., budget requests, revenue and expenditure estimates, adjustments, and accounting transactions; State reports).
Provides recommendations on improvements to departmental programs, policies, and procedures.
Directs the review and analysis of complex procedures and programs (e.g., annual budget; policy and procedural changes; internal controls; legislation and regulations' impact on budget).

Requirements
REQUIREMENTS TO QUALIFY:
OPTION I: Five years' experience in a general administrative staff or specialized staff capacity analyzing and making recommendations for the solution of problems in a budget, financial, fiscal, accounting, or a closely related area, two years of which must have been in a supervisory capacity**.
OPTION II: Three years' experience in a budget, financial, fiscal, accounting, or a closely related area at the level of a Supervising Administrative Assistant I or higher**.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry our job-related essential functions.
PHYSICAL CLASS:
Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION
*Administrative staffis defined as: Performing work in an administrative services branch of an organizational unit and having independent responsibility for the development of procedures and the participation in policy formulation.
**Staff capacityis defined as: Work performed to support administration by conducting research, analysis, and making recommendations to administration for the solution of complex problems, such as use of personnel, budget allocation and funds, workload and/or workload fluctuations, or programs and procedures for accomplishing work objectives.
