Summary You will serve as an Explosives Safety Specialist in the Corporate Operations Department, Infrastructure Division, Safety Branch (Code 1024) of the Naval Undersea Warfare Center Division Keyport. Responsibilities You will serve as the Program Manager for the administration and compliance oversight of the Navy personnel Ammunition and Explosives (AE) Handling Qualification and Certification (QUAL/CERT) Programs at NUWC Division, Keyport. You will serve as the evaluator and technical advisor to military and civilian QUAL/CERT Boards on matters that could affect program compliance. You will serve as the principal advisor to the Safety Director and Explosives Safety Officer on program compliance and readiness. You will develop, maintain and administer policy for the Command QUAL/CERT Program. You will plan, schedule, and conduct periodic scheduled and unscheduled inspections and surveys of QUAL/CERT Programs to recommend measures and methods to correct program deficiencies. You will plan, schedule, and conduct individual training sessions for each of the Ammunition and Explosives (AE) QUAL/CERT Boards at Naval Undersea Warfare Division, Keyport. You will Investigate explosives safety mishaps and gather facts relevant to the incident, generate reports and lessons learned, which identify causal factors and corrective actions to ensure no re-occurrence in future operations. You will manage one or more ancillary safety programs and have responsibility for establishing, managing, overseeing, auditing, and evaluating the safety program(s) to ensure compliance with Federal Regulations and Navy policy. You will analyze work practices and techniques, production processes, tooling, and equipment, and work environments for risk factors and coordinate with production Departments to comply with program requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative support and compliance oversight in an ammunition and explosives (AE) handling qualification and certification (QUAL/CERT) program, planning, scheduling, and conducting inspections and surveys of a QUAL/CERT program, and providing training sessions.
