The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development.
OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management.
The Administrative Program Specialist A, B, or C serves as the primary statewide intake and public contact for the Underground Injection Control (UIC) Program, managing calls, visitors, hearings support, and centralized program communications. This position is responsible for the full administrative processing of mining and storage applications, including receiving, auditing, invoicing, verifying required fees, assigning application numbers, and entering data into agency systems to ensure compliance with statutory and regulatory requirements.

Minimum Qualifications
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
This Administrative Program Specialist A, B, or C position is located within the Engineering Division of the Office Permitting & Compliance and is domiciled in Baton Rouge, LA. This position reports to the Administrative Program Manager 3. The position maintains and distributes technical and operational documents, updates well and facility records and prepares permit issuances, amendments, extensions, and related determinations.The role also maintains financial assurance and surety records, ensuring operators meet regulatory obligations, and works closely with applicants and agency staff to resolve discrepancies and support accurate, timely program operations.
Duties include, but are not limited to the following:
Serves as an initial point of contact for the state wide UIC Program, specifically the Disposal or Mining and Storage Programs.
Manages public interaction including; answering incoming calls, directing calls appropriately, assisting visitors, and responding to questions, monitoring and management of the Engineering Division's centralized email intake.
Manages state wide program application processing to determine compliance with statutory regulations of the permitting, drilling, completing, testing, and plugging and abandonment of oil and gas wells.
Manages state wide program application process to verify that applicable Regulatory fee(s), as required by law, are submitted.
Documents information in the agency system and coordinates with the applicant or operator to resolve discrepancies as related to the @type of application and/or report. May confer with agency personnel as appropriate.
Receives, logs, audits, and enters all UIC applications into the SONRIS database, assigns application numbers, and ensures accurate classification and tracking.
Performs administrative support functions related to timekeeping, payroll coordination, travel processing, and grant tracking.
Prepares, processes, and tracks invoices. Verifies payments, maintains accurate billing records, and supports annual invoicing and delinquency tracking.
Maintains and tracks financial records related to surety instruments to ensure compliance with regulatory financial assurance requirements.
Performs other related duties as assigned.
