What You Will Do
Reporting to the Construction Management STR Group leader, the Manager Subcontracted Construction 4 (MSC4) is the deputy group leader for the STR organization. This Organization is comprised of managers subcontract construction, subcontract technical representatives, and project specialists (PS's) who oversee LANL subcontracts, assist in the development and management of subcontracts, integration of subcontracted work with LANL self-perform resources and execution of all construction activities required to successfully complete projects on schedule and within budget. This position has the overall responsibility for safety, leadership, accident prevention, and implementing a Zero Accidents philosophy within the construction organization. This position develops execution strategies, helps refine project scopes, schedules, & project budgets. This position also provides guidance on subcontract management principles, managing supplier relationships and practices to other functions/organizations.
To be successful you must possess strong leadership capabilities as well as extensive technical construction management expertise. An in-depth understanding of Laboratory goals, project management objectives, and construction best practices, coupled with the proven ability to execute and support these goals.
The deputy group leader will be responsible for Conducting & Managing Peer Review of STR work product, including managing/mentoring teams of MSC's, STRs, & PS's. The deputy group leader will also develop and facilitate training to STRs within the group. The deputy group leader will also be required to act as the STR Designating Authority (DA) when the STR group leader is not available.
What You Need
Minimum Job Requirements:
Demonstrated experience leading a Subcontract Management Team and Supplier Relationships with significant fiscal and programmatic responsibilities.
Thorough knowledge of Federal Acquisition Regulations, applicable Agency Supplements, Governmental Contracts, and the flow-down of applicable clauses and requirements.
Demonstrated record of leading Subcontracted Construction Project Execution at LANL in all phases from planning through procurement, execution, commissioning, turnover, and close-out.
Demonstrated record of effective management in the following areas: financial management, personnel management, safety, security, and quality management.
Demonstrate ability to build and grow both internal and external organizational relationships and programs.
Demonstrated experience in effective decision-making, creative problem solving, and continuous improvement programs.
Excellent interpersonal, oral and written communication skills.
Demonstrated ability to interact with all levels of personnel and customers.
Education/Experience: Position requires a bachelor's degree in engineering, construction, contracts law discipline or specialized courses in contract management and a minimum of twelve years related experience managing and leading project teams on construction projects, or an equivalent combination of education and experience. Relevant work experience and knowledge of leading teams of various disciplines related to Construction and/or Environmental subcontracts. Relevant work experience in performance at Construction Manager and/or Project Manager level for multiple construction projects involving multiple disciplines. A minimum of twelve years' project experience at the project manager or construction manager levels is preferred.
Desired Skills:
Experience as a contractor for the Department of Energy (DOE) (headquarters or field office level).
Experience training personnel in aspects of LANL ASM/CM/STR/ENV policies and procedures
Experience working with state and/or federal regulators.
Experience working under nuclear quality standards (NQA-1, etc.)
Experience managing environmental cleanup/reclamation subcontracts or projects.
Ability to coordinate, prioritize and work with multiple execution centers while balancing competing priorities.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
