Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) of BUREAU OF NAVAL PERSONNEL BUREAU OF NAVAL PERSONNEL. Millington, TN Responsibilities You will provide employee relations assistance to managers for assigned organizations that are characterized by a wide range of occupations. You will interpret laws, regulations, rules and local policies for management and use computerized programs for research. You will advise managers and supervisors regarding appropriate disciplinary or other corrective techniques. You will explain rules and procedures to help employees understand their entitlement's to use grievance/complain/appeal procedures. You will prepare appropriate agency responses to employee relations/labor relations matters You will deliver training for management on a variety of employee relations topics You will develop management strategies to respond to labor issues Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced HR principles, concepts, and practices related to all aspects of employee and labor relations programs; 2) Researching and interpreting legal and regulatory program guidance to include case law, USC, CFR, DoD & DON policies, and providing technical guidance and assistance to management; 3) Presenting briefing and/or training sessions to management pertaining to labor/employee relations topics; 4) preparing written responses and analytical materials for a wide range of labor-relations and employee-relations matters.
