The Data Practices Office is looking for an experienced professional to join our small, dynamic team at the Department of Administration. In this full-time position, you will work closely with office colleagues to give guidance to members of the public, government employees, media, and the legislature about the rights and requirements in the laws regulating government information and government meetings: Minnesota Government Data Practices Act and Minnesota Open Meeting Law. In addition to responding to questions, you will develop and deliver educational programs and trainings to diverse audiences and take part in discussions about proposed legislation.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, presenting at external partner locations and/or additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
State Program Administrator Senior (Policy Analyst)
Two (2) years of experience providing guidance, consultation, legal advice, and/or training on legal topics.
State Program Administrator Principal (Senior Policy Analyst)
Three (3) years of experience providing guidance, consultation, legal advice, and/or training on legal topics.
Knowledge of or experience interpreting the Minnesota Government Data Practices Act or fulfilling data requests.
Experience with administrative rulemaking or the legislative process.
In addition, successful applicants at all levels must also have:
Analytical skills and research capabilities sufficient to interpret state and federal information policy laws and regulations.
Ability to communicate complex legal concepts effectively to diverse audiences, including writing informative, plain language materials.
Comprehensive and engaged/active listening skills needed to evaluate and respond to issues.
Knowledge of or experience interpreting any of the following laws: Minnesota Government Data Practices Act, Open Meeting Law, child and vulnerable adult maltreatment reporting acts, federal Family Education Rights and Privacy Act, federal Privacy Act of 1974, federal Freedom of Information Act, state medical records laws, federal Health Insurance Portability and Accountability Act of 1996 and Privacy Rule, federal rules relating to confidentiality of substance use disorder patient records (42 CFR Part 2), or other specific statutes and rules (federal and state) that form the basis of public information policy requirements.
Preferred Qualifications
Juris Doctor or master's degree in public policy, public administration, public affairs, library science, or related field.
Experience in state, local, or Tribal government.
Experience writing formal legal documents.
Experience developing information or education materials.
Knowledge of the administrative hearing process.
Experience with training platforms such as Webex, Microsoft Teams, or another virtual platform.
Interpersonal skills to establish and maintain positive and effective working relationships with diverse stakeholders.
Ability to function in a small team, be self-directed, and work independently by demonstrating strong time management and organizational skills with minimal supervision.
Additional Requirements
Successful applicants must pass a criminal background check and education verification through American Databank and employment reference checks prior to employment. (An educational verification will be conducted verifying obtainment of a Juris Doctor.)
