Division Overview: The mission of the Human Resources Bureau (HRB) is to attract, engage, develop and retain a high performing workforce. We partner with the Department of Revenue (DOR) and Administration & Finance IT (A&F IT) management teams to develop strategies in workforce planning, recruitment, training and performance management (EPRS & MassPerform). HRB is responsible for maintaining employee records, reviewing and monitoring transactions related to the payroll systems (HR/CMS), and overseeing all DOR (MassCareers) recruitment initiatives. This is a great opportunity for someone with human resources experience, capable of managing competing priorities and enjoys process improvement The Human Resources Manager will serve as a business partner for the Department of Revenue (DOR) agency and Administration & Finance Information Technology (A&F IT) group by advising and implementing HR services and process improvement strategies to advance business goals and objectives. Reporting to the DOR Human Resources Director, the position is responsible for actively promoting the professional and career development of employees, including active recruitment, retention and engagement activities. In addition, the manager will oversee the HR function to monitor, recommend and implement changes and updates to HR policies, systems and processes. The manager will be expected to contribute in the following ways: Partner with stakeholders to develop and implement HR related policies and procedures to support agency objectives; create best practices for consistency and efficiency. Manage the Processing Unit that is responsible for all personnel administration activities in HRCMS, the Commonwealth's HR and payroll system, to ensure accuracy and data integrity. Oversee the appointment process for DOR and A&F IT by managing a team of HR Analysts responsible for posting job openings, candidate management, background checks and making quality appointments in compliance with state/federal employment laws and collective bargaining unit contracts. Work with hiring managers and the Office of Diversity and Equal Opportunity (ODEO) to develop recruitment and talent management strategies. Manage the MassPerform and EPRS performance review programs for DOR and A&F IT. Serve as project lead on special projects that enhance and support talent acquisition/retention as well as compliance. Partner with Labor Relations to support as needed on all matters as it pertains to collective bargaining unit provisions; participate in labor/management meetings. Other duties as assigned. Knowledge of the principles, practices, and techniques of Human Resources and compensation structures including market salary, pay surveys, job analysis, and relevant classification and compensation topics. Working knowledge of labor and employment laws, regulations and HR best practices. Demonstrated ability to drive multiple projects to successful completion. Willingness to serve as hands-on manager taking personal ownership of some projects while directing staff on others. Ability to collect, analyze statistical data, and generate reports along with experience effectively and persuasively presenting data and explaining technical issues to various staff. Proficient with Microsoft Office applications including Excel, Word, Outlook, Visio, and PowerPoint; experience with HRCMS, (or relevant HRIS/Oracle product) and Applicant Tracking System such as Taleo. /As part of the Future of Work initiative, the agency is adopting a hybrid work model. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
